The project adopts an open bidding approach, with a budget and maximum limit price both set at 1.7738 million yuan. The project aims to rapidly deploy public restrooms using prefabricated technology, enhance urban public service facilities, and meet the toilet needs of citizens and tourists.

II. Distribution of Mobile Toilets
Luzhou District has put into use 18 mobile public restrooms, covering multiple key areas:

• Specific Locations: Changxing South Road, Xinjie Convenience Market, South Government Affairs Hall of Luzhou District, High-tech Zone Sanitation Team, Pushi Road, Tsinghua Street on Yan'an South Road, Luzhou Theater, Shengye Decoration City, Old Changhan Road Convenience Market, etc.
• Design Features: These mobile public restrooms are aesthetically pleasing, featuring flushing designs and equipped with handwashing stations, anti-slip handrails, and other facilities, balancing practicality and safety.
• Management Measures: Dedicated personnel are arranged to clean and maintain the restrooms regularly, ensuring a clean and hygienic environment and enhancing the user experience.

III. Overall Layout and Management of Public Restrooms
The Sanitation Department of Luzhou District flexibly sets up mobile public restrooms based on the land use conditions of different areas. There are a total of 86 public restrooms (including mobile public restrooms) in the jurisdiction, all of which are flushing toilets. Their distribution follows the principle of 'prioritizing areas with high pedestrian traffic,' mainly concentrated in:

• Large Parks and Recreational Areas: Such as Wetland Park and Citizens' Square, meeting the needs of leisure crowds.
• Shopping Malls and Theaters: Such as around Wanda Plaza and Luzhou Theater, serving consumption and cultural activity scenarios.
