Lanzhou Prefabricated House Demolition Policy
Currently, Lanzhou has not explicitly introduced a special demolition policy for prefabricated houses. Relevant policies mainly revolve around the expropriation and compensation of houses on state-owned land, and the demolition compensation for prefabricated houses should be carried out in accordance with existing policies based on the nature of the houses.

Housing Voucher Resettlement Policy Applicable to Prefabricated Houses
According to the "Implementation Measures for Housing Voucher Resettlement in House Expropriation in Lanzhou City", housing voucher resettlement is a market-oriented resettlement method applicable to the compensation and resettlement of expropriated houses. If a prefabricated house is a legal building expropriated on state-owned land, the expropriated person may voluntarily choose housing voucher resettlement. The face value of the housing voucher includes the value of the expropriated house, the value of attachments (structures), the value of decorations, subsidies, and housing voucher resettlement rewards, etc. The specific amounts of each item are determined by the county (district) people's government according to compensation rights and actual needs and are indicated on the face of the voucher. For example, if the assessed value of a prefabricated house is 1 million yuan, the value of attachments is 50,000 yuan, and the value of decorations is 30,000 yuan, plus subsidies and rewards, the total value of the housing voucher may exceed 1.08 million yuan. The expropriated person can use the housing voucher to select and purchase commercial housing in the housing source supermarket for resettlement.
Principles of Expropriation and Compensation for Houses on State-Owned Land
The "Implementation Measures for the Expropriation and Compensation of Houses on State-Owned Land in Lanzhou City" stipulate that house expropriation and compensation should follow the principles of democratic decision-making, proper procedures, and open results, and the municipal and county (district) people's governments are responsible for relevant work within their respective administrative regions. If a prefabricated house belongs to a house on state-owned land, its expropriation and compensation should be carried out in accordance with these measures, including the assessment of the house value and the negotiation of compensation methods. For example, the expropriation department should assess the prefabricated house in accordance with the law to determine the compensation amount and negotiate with the expropriated person to choose compensation methods such as monetary compensation or property rights exchange to ensure that the compensation process is open and transparent and safeguard the legitimate rights and interests of the expropriated person.
Attention Should Be Paid to the Nature of the House in the Demolition of Prefabricated Houses
If a prefabricated house is an illegal building or a temporary building, the above compensation policies may not apply. Therefore, during the demolition process, it is necessary to first confirm the legality of the prefabricated house, including the nature of land use and construction approval procedures. If the house is legal, expropriation and compensation policies for houses on state-owned land should be implemented; if it is illegal, it may face demolition without compensation.
