Jiangsu New Building Prefabrication Regulations

Admin 19 de septiembre de 2026

The prefabrication regulations for new buildings in Jiangsu Province mainly focus on the application of the 'three panels', covering the scope of application, engineering requirements, and incentive measures, as detailed below:

I. Scope of Application
Jiangsu Province explicitly requires the use of prefabricated components in the following newly constructed buildings:

  1. Public Buildings: Hospitals, hotels, office buildings with a single building area exceeding 20,000 square meters, and school buildings with an area exceeding 5,000 square meters. Due to their large scale and complex functions, the adoption of prefabricated components can significantly enhance construction efficiency and quality.
  2. Residential Buildings: Newly constructed commercial housing, apartments, and affordable housing. Given the high demand for such buildings, promoting prefabrication technology facilitates standardized production, reduces energy consumption, and lowers costs.
  3. Industrial Buildings: Standard factory buildings with a single building area exceeding 10,000 square meters. Industrial buildings feature highly repetitive structures, allowing prefabricated components to be quickly assembled and shortening construction periods.

II. Engineering Requirements
The application requirements for prefabricated components vary based on the building structure type:

  1. Concrete Structure Buildings:
    • Must use internal partition panels, prefabricated stair panels, and prefabricated composite floor panels (i.e., the 'three panels'), and are encouraged to use prefabricated exterior wall panels.
    • Exterior walls should preferably use self-insulating panels such as prefabricated sandwich insulation wall panels to enhance building energy efficiency.
    • The total proportion of the 'three panels' in a single building must not be less than 60%, ensuring the dominant role of prefabrication technology.
  2. Steel Structure Buildings:
    • Must use internal partition panels and prefabricated exterior wall panels to match the lightweight and modular characteristics of steel structures.
    • Must also meet the proportion requirements for prefabricated components to promote the industrial development of steel structure buildings.

III. Incentive Measures
On the premise of meeting basic requirements, Jiangsu Province encourages residential projects to further expand the application scope of prefabricated components (parts), including prefabricated balconies, prefabricated sunshades, and prefabricated air conditioning panels. These components can enhance the overall prefabrication assembly rate of buildings and promote the development of building industrialization towards refinement and integration.

Summary: By mandating the application of the 'three panels' and setting a minimum proportion, combined with incentive measures, Jiangsu Province is driving the transformation of newly constructed buildings towards prefabrication. These regulations not only clarify the scope of application and structural types but also ensure implementation effectiveness through technical indicators, providing an operable path for building industrialization.
