What to Do When Opening a Store Using Container Houses
Admin 17 de septiembre de 2026
When opening a store using container houses, it is necessary to go through land planning and business license-related procedures, and pay attention to compliance and policy differences.

I. Land and Planning Procedures
- Land Use Right or Lease Agreement: Ensure that the site has a legal land use right or obtain the right through a lease agreement, clarifying the land use rights and duration. This is the foundation for subsequent construction and helps avoid issues with subsequent procedures or business disruptions due to land problems.
- Temporary Building Approval: Apply for temporary building approval from the local planning bureau. The validity period is usually two years, and renewal can be applied for upon expiration. Temporary building approval is an important basis for the legal existence of container houses, and unauthorized construction without approval may face penalties such as demolition.
- Planning Permit/Construction Permit: According to local construction regulations, apply for building planning permits and construction permits, which must meet structural design, fire safety, and other regulatory requirements. Even for temporary structures, relevant permits are required. These permits ensure that the construction of container houses complies with urban planning and safety standards.
II. Business License Procedures
- Business License Application: If the container house is located within a residential area, it must meet the requirements of Article 279 of the Civil Code, which states that converting residential property into commercial property requires the unanimous consent of interested owners and compliance with the residential area's planning and management regulations. To apply for a business license, prepare materials such as the Name Pre-Approval Notice, operator's identity proof, proof of business premises (property certificate or lease agreement), company articles of association (for enterprises), fire safety certificate, and environmental assessment report. Submit the application through the official website or window of the industrial and commercial department, and obtain the business license (paper or electronic version) after approval.
- Other Business Licenses: Depending on the business content, additional licenses such as the Food Business License (for food sales) and tobacco retail qualifications may be required. Different business projects have different licensing requirements, which must be handled according to the actual situation.
III. Precautions
- Compliance: Ensure that the placement of the container house complies with planning, environmental protection, fire safety, and other requirements, and avoid affecting the rights and interests of other owners.
- Authenticity of Materials: All application materials must be authentic and legal, and the business license must be placed in a prominent position at the business premises.
- Policy Differences: Specific requirements may vary by region, so it is advisable to consult local planning and industrial and commercial departments or professionals in advance.
