Housing Prefabricated Component Policy
The policies on housing prefabricated components vary according to regional and national requirements, as detailed below:
Shandong Province: The "Technical Guidelines for the Construction of Prefabricated Rural Houses in Shandong Province" have been released and will be implemented from July 1st. These guidelines define prefabricated rural houses and specify that their construction should adhere to principles such as modern functionality and structural safety, meeting the usage requirements of modern rural residents in line with local conditions. In terms of structural systems, the guidelines identify multiple systems and provide detailed design and construction specifications. Regarding materials, they emphasize adapting to local conditions and using locally sourced materials whenever possible, while prohibiting the use of high-energy-consuming and excessively polluting materials. In design, they stress respecting farmers' needs, reflecting regional characteristics, and considering age-friendly design. For construction, it is advisable to have professional construction teams or trained rural individual builders organize the construction and develop construction organization plans and construction schemes.
Foshan City: The "Implementation Measures for Promoting Prefabricated Buildings in Foshan City" have been issued, applicable to the promotion of prefabricated buildings within the city's administrative region. Prefabricated buildings are assembled on-site from prefabricated components and are classified into four major categories, including timber and steel structures. Foshan evaluates and implements prefabricated buildings in accordance with national, provincial, and municipal standards and has formulated a specialized development plan. The city plans to achieve that by 2030, newly built prefabricated buildings will account for more than 50% of the total newly built floor area, with government-invested projects reaching over 70%. Additionally, Foshan is accelerating the promotion of modular buildings and prefabricated interior finishes, encouraging the adoption of models such as engineering, procurement, and construction (EPC) contracts, and promoting integrated design based on Building Information Modeling (BIM) technology.
Xuancheng City: According to relevant opinions, the implementation of prefabricated buildings is being advanced throughout the city. Starting from December 1, 2023, all newly built public buildings and residential communities funded by the government or state-owned capital in the city will adopt prefabricated construction techniques. The use of prefabricated stairs will be widely promoted, along with the active promotion of prefabricated components such as composite floor slabs and prefabricated balconies. Additionally, the design of prefabricated buildings will be strengthened, with design units required to specify prefabricated building indicators at the schematic design stage and enhance the review of construction drawings for prefabricated buildings.
National Level: The "15th Five-Year Plan for Urban Renewal" issued by the State Council in 2026 explicitly includes "steadily advancing the governance and renovation of prefabricated panel houses" in the national specialized plan, emphasizing classified disposal, prioritizing dilapidated houses, renovating when possible, and avoiding a one-size-fits-all approach.
