Quality Improvement Initiatives

Haibei Tibetan Autonomous Prefecture has launched a three-year action plan (2026 - 2028) for improving the quality of tourist toilets, focusing on standardized construction, humanized services, and refined management to elevate the service level of tourist toilets. The plan involves constructing or renovating 60 tourist toilets annually in batches, actively seeking financial support from various levels of government and special subsidies. Key efforts include enhancing barrier-free toilet stalls, third-gender restrooms, and maternal and child facilities, optimizing the ratio of male to female toilet stalls, and promoting the layout and construction of prefabricated, mobile, and tidal toilets to address the challenge of toilet shortages during peak tourist seasons.

Renovation Status

Haibei Prefecture has conducted on-site inspections of 239 tourist toilets in key tourist areas across its four counties, ultimately identifying 192 toilets for inclusion in a standardized renovation and improvement list. The renovation focuses on humanistic care and convenience, with an emphasis on age-friendly and barrier-free modifications. A total of 1,690 toilet handrails have been installed, and toilet spaces have been scientifically expanded and optimized to eliminate safety hazards for the elderly and disabled individuals. Gangcha County, as a pioneer in standardized tourist toilet construction in the prefecture, has equipped its star-rated tourist toilet along National Highway 315 with comprehensive amenities, including constant-temperature hot water, intelligent access control, emergency facilities, and maternal and barrier-free services.
