Demolition of Prefabricated Panel Houses in Dazhou

Admin 18 de septiembre de 2026

The demolition of prefabricated panel houses in Dazhou mainly adopts the 'old-for-new' in-situ reconstruction model, with specific policies as follows:

I. Reconstruction Model and Cost Allocation
The government allocates land free of charge, and residents only need to bear a small portion of the 'construction and installation direct costs' (approximately 30%) to replace their old houses with safe new residences. For the area of the new replacement house that exceeds the original legally recognized property area by up to 20%, it is purchased at the 'construction and installation direct costs'; for the portion exceeding 20%, it is purchased at the market-assessed price of the new house. For example, in the Er Xiaoqu community of Dianziliang, Dachuan District, as the first 'old-for-new' project in Sichuan Province, residents only paid 30% of the construction and installation costs to obtain new houses, and made up the price difference for the excess area according to the policy. The project was completed and delivered ahead of schedule, with comprehensive living facilities.

II. Implementation Scope and Conditions
The reconstruction mainly targets old prefabricated structures and dilapidated houses classified as Grade C and Grade D, which must meet the following conditions:

  1. Pass safety appraisal by a third-party institution to confirm that the house is classified as dilapidated;
  2. Comply with the area planning requirements to avoid conflicts with urban development;
  3. The proportion of owners' approval must reach over 95% (as required in Dazhou) to ensure unified resident意愿.

III. Compensation Standards

  1. House Structure Compensation: Differentiated compensation is provided based on the house structure type. Steel-concrete structures receive 1,080 yuan per square meter, brick-concrete (cast-in-place) structures receive 1,010 yuan per square meter, brick-concrete (prefabricated) structures receive 930 yuan per square meter, brick-wood structures receive 800 yuan per square meter, and earth-wood/wood structures receive 690 yuan per square meter (unified standard across counties and districts in Dazhou).
  2. Other Compensations: Include compensation for above-ground structures, scattered trees, forested areas, and young crops. Specific standards are detailed in the annex to the announcement by the Dazhou Municipal People's Government.

IV. Protection of Residents' Rights and Interests

  1. Residents can participate throughout the process in house type design and construction quality supervision, and communicate with the community and construction unit through a self-management committee to ensure transparency in the reconstruction;
  2. If a monetary compensation plan is chosen, the assessment report must be verified to avoid underestimation. Compensation includes the house's assessed value, decoration compensation, relocation fees, and signing incentives.

V. Precautions
Reconstruction policies should be based on official announcements to avoid believing non-official information; policies may vary across different areas, so specific expropriation plans should be followed. For example, the Runminyuan project in the Dongcheng area of Tongchuan District plans to build high-rise residential buildings, kindergartens, and commercial facilities, which will improve the living conditions of 956 households upon completion, demonstrating policy flexibility.
