Container Houses for Migrant Workers

Admin 16 de septiembre de 2026

Container houses provide a low-cost and flexible temporary housing solution for migrant workers, but they also pose challenges in terms of legality, safety, and living conditions.

Housing Cost and Flexibility

Due to their low cost and flexibility, container houses have become a housing option for some migrant workers. For example, in Shenzhen and other places, there have been container house rental services priced at '6 yuan per day'. For migrant workers with lower incomes, this low-cost housing option is highly attractive. Additionally, the ability of container houses to be hoisted as a whole and their ease of relocation align well with the housing needs of migrant workers who move with construction sites.

Legality and Regulatory Challenges

Residential containers are not among the government-approved residential buildings, and their use often involves issues such as unauthorized construction and alteration of land use. For instance, the container building complex at a construction site in Songjiang District, Shanghai, although well-equipped, attracted attention due to its lack of legal approval. The container house beside farmland investigated by the Zhongdui in Chongming Xinhai Town was required to be rectified due to fire safety hazards and unauthorized construction. These cases indicate that the legal use of container houses must meet the regulatory requirements of multiple departments, including planning, fire protection, and land use.

Safety and Living Conditions

The safety of container houses is influenced by their materials and modification methods. Qualified products use low-alloy high-strength structural steel, which has earthquake resistance and deformation resistance capabilities. However, privately modified container houses may have hidden dangers such as aging electrical circuits and missing fire protection facilities. Additionally, the interior space of containers is small, and ventilation and lighting conditions are limited, which may affect health in the long term. Although some container houses have improved living conditions by laying tiles and installing air conditioners, they still generally fall short of the standards of regular residences.

Social Attention and Policy Trends

As the housing pressure on urban lower-income groups becomes more prominent, the phenomenon of container houses continues to attract social attention. Some cities have begun to explore compliant alternative solutions such as prefabricated buildings. For example, in the Chinese prefabricated modular building market in 2022, container structures accounted for 43.5%, indicating policy guidance towards standardized and industrialized housing solutions. In the future, how to ensure the housing needs of migrant workers while regulating the use of container houses will remain an important issue in urban governance.
