Chongming Residential Container House
If Chongming's residential container houses undergo housing modifications without approval, they are considered illegal structures, facing the risk of demolition and potential safety hazards, and are not recommended for use.

Illegal Determination
According to the work practices and legal publicity efforts of the urban management and law enforcement department in Chongming District, the act of unauthorized housing modifications to containers (such as adding windows, doors, utilities, air conditioning, etc.) for residential use without approval is clearly identified as illegal construction. Such actions are similar in nature to building unlicensed houses and violate relevant laws and regulations on urban and rural planning and building management. For example, in the case of Miaozhong Village in Miaozhen Town, the "modified container house" purchased by residents was identified as an illegal structure by law enforcement authorities due to the lack of approval procedures; similarly, the container house located beside farmland in Hongxing Farm, Xinhai Town, was also required to be rectified due to unauthorized construction.
Safety Hazards
Container houses that have undergone housing modifications pose multiple safety hazards:
- Fire Risk: Unauthorized electrical wiring and the use of non-standard building materials can easily trigger fires. Additionally, the airtight nature of containers and the lack of escape routes exacerbate the danger.
- Structural Safety: Containers are originally designed as transportation containers. Without professional reinforcement and modification, long-term residence can lead to wall deformation and load-bearing failure.
- Hygiene Risks: Some modified containers may originate from abandoned Fangcang hospitals, posing risks of bacterial residue. Moreover, inadequate ventilation and sewage systems can affect residential health.
Law Enforcement and Rectification Dynamics
The urban management department in Chongming District continues to carry out special rectification actions, implementing a "zero-tolerance" control policy on container houses that have undergone housing modifications:
- Inspection and Rectification: Illegal container structures are identified through grassroots inspections and public reports, with deadlines set for rectification or forced demolition. For example, during a special action, the town's comprehensive administrative law enforcement team identified 15 container houses, four of which had undergone housing modifications and were all required to be rectified.
- Legal Publicity: Through case explanations and on-site lectures, residents are educated about the legal understanding that "container houses are illegal structures" to guide them in consciously resisting such behaviors.
- Long-term Supervision: The control of newly added illegal structures is included as a key annual task, forming a normalized governance mechanism in conjunction with the renovation of "two old and one village" areas and safety inspections of factory buildings and warehouses.
