Chongming District Container House Use

Admin 15 de septiembre de 2026

If container houses in Chongming District undergo housing renovations without approval, they are considered illegal structures, face the risk of demolition, and pose safety hazards, so their use is not recommended.

Illegal Determination

According to Article 65 of the Urban and Rural Planning Law of the People's Republic of China, within the scope of township and village planning areas, if construction is carried out without obtaining a rural construction planning permit in accordance with the law or without complying with the provisions of the rural construction planning permit, the township or town people's government shall order the cessation of construction and make corrections within a specified time limit; if corrections are not made within the time limit, demolition may be carried out. Container houses that have undergone housing renovations are clearly identified as a type of illegal structure, with the same nature as constructing unlicensed buildings. For example, six container houses that appeared in Miaozhong Village, Miaozhen Town, Chongming District were identified as illegal structures due to unauthorized renovations without approval and were ultimately required to be removed.

Safety Hazards

Container houses that have undergone housing renovations have multiple safety hazards:

  • Fire Safety: Some container houses have illegally connected electrical wires and use liquefied petroleum gas cylinders in violation of regulations, which can easily lead to fires. For example, during rectification efforts, the Xianghua Town Brigade found that some renovated container houses had illegally connected electrical wires, posing significant safety hazards.
  • Structural Safety: Containers are originally transportation equipment. When used for living without professional design and renovation, there may be risks of structural instability.
  • Hygiene Safety: Some container houses have unknown origins and may have come from makeshift hospitals during the epidemic, posing hygiene hazards.

Governance Measures

The urban management department in Chongming District has launched a special rectification campaign to investigate and handle container houses that have undergone housing renovations:

  • Publicity and Education: Through legal publicity lectures, promotional videos, and other forms, raise residents' awareness of the illegality of container houses.
  • Rectification Actions: For container houses identified during investigations, appropriate measures such as relocation or dismantling will be taken based on the situation, and "point-by-point card" rolling update promotional materials will be formed.
  • Long-term Management: Strengthen inspection intensity and governance efforts, and take strong measures against unauthorized construction to maintain the seriousness of urban planning.
