Rural Toilet Construction Achievements

Changning County has actively promoted the rural toilet revolution, achieving remarkable results. By the end of 2025, the county had 59,428 sanitary household toilets, with 43,443 renovated between 2019 and 2025, resulting in a sanitary household toilet coverage rate of 80.2%. Meanwhile, 170 sanitary public toilets have been constructed in natural villages with more than 100 permanent households. During the "15th Five-Year Plan" period, the coverage rate of rural sanitary household toilets in the county will be further increased to over 85%. In 2026, it is planned to reach over 80%, with 500 rural sanitary household toilet renovation tasks and 5 non-hazardous sanitary public toilet construction tasks in natural villages for that year. As of the end of August 2026, 409 household toilets have been completed, with a completion rate of 81.8%. The public toilets have completed site selection and project approval, with 2 under construction (one each in Tianyuan and Wenquan).

A management system for rural household and public toilets has been established, following the principle of "unified management by townships, coordinated management by villages, and self-management by farmers." This hierarchical management model ensures that every public toilet has someone responsible for its management and that the management is effective. It effectively guides the public to develop civilized and hygienic living habits and improves the overall environmental sanitation level in rural areas.
