Can Prefabricated Panel Buildings Be Purchased?

Admin 17 de septiembre de 2026

Whether prefabricated panel buildings can be purchased requires consideration of multiple factors and cannot be generalized.

I. Building Quality and Safety
The designed service life of regular civil residences in China is 50 years. The rumor that "prefabricated panel buildings will collapse after 30 years" is unfounded. Safety depends on the construction quality and maintenance. When purchasing, it is necessary to verify whether the building has passed the completion acceptance and obtained the "Project Completion Acceptance Record Form". If there are quality issues such as wall cracks or structural deformation, or if the building is identified as a dangerous building by a professional institution, there are safety hazards, and it is not recommended to purchase. Additionally, according to the "Regulation on the Quality Management of Construction Projects", if the construction unit uses substandard materials or cuts corners, it shall be held liable. Before purchasing, buyers should request the seller to provide a building quality inspection report to confirm whether the connections of prefabricated panels and load-bearing structures comply with regulations.

II. Property Rights Legitimacy
According to the "Regulations on the Transfer of Urban Real Estate", real estate that has not been registered and obtained a property rights certificate in accordance with the law shall not be transferred. When purchasing, it is necessary to verify whether the property ownership certificate, land use certificate, and other documents are complete to avoid contract invalidity due to property rights disputes. If the building is jointly owned, written consent from other co-owners is required; otherwise, the transfer is illegal. Clear property rights are the foundation of transaction legitimacy and require thorough verification.

III. Seismic Performance and Planning Restrictions
Prefabricated panel buildings have relatively weak seismic performance. If located in earthquake-prone areas, they may not meet current seismic standards (Article 54 of the "Construction Law"). Before purchasing, it is advisable to consult the local housing and urban-rural development department to confirm whether the building meets seismic requirements. Additionally, if the area where the building is located involves urban renewal, road widening, or other planning, there may be a risk of demolition, and the long-term living value should be carefully evaluated. For example, if an old prefabricated panel building is included in a demolition plan, purchasing it may lead to compensation disputes or interruption of residence.

Summary: Prefabricated panel buildings can be purchased, but strict verification of building quality, property rights legitimacy, seismic performance, and planning risks is required. It is recommended to commission a professional institution for building safety appraisal and consult the local housing and urban-rural development department to understand policy restrictions to ensure a legal transaction and safe residence.
