Can Container Houses Be Built?

Admin 16 de septiembre de 2026

Container houses can be built, but certain conditions must be met and relevant regulations must be followed.

I. Legal Aspect

  • Rural Areas: Chinese law does not explicitly prohibit the construction of container houses in rural areas. If built on legally acquired homesteads, in compliance with township land use master plans and village plans, without occupying permanent basic farmland, and using existing homesteads and idle land within the village as much as possible, and approved by the township people's government (with approval procedures for the occupation of agricultural land handled in accordance with relevant regulations), it is generally legal.
  • Other Areas: Container houses are usually regarded as movable metal components rather than traditional buildings. They are flexible in terms of use, installation, and disassembly, and generally do not fall into the category of fixed buildings. Whether they are considered illegal constructions is mainly determined by local decisions. Some places classify them as temporary buildings, for which no building permit is required, allowing free erection and dismantling; however, other places view them as illegal buildings and thus consider them illegal constructions.

II. Construction Requirements

  • Placement Requirements: If a container house is placed on the roof of a self-built house or in farmland, hardening the ground or building permanent foundations should be avoided; otherwise, it will be considered an illegal construction. Moreover, it should not be used for business operations or residential purposes to prevent it from being deemed as a 'substantial change in land use'.
  • Quality Requirements: Products with multiple reuse capabilities, that meet cross-border export qualifications, and have low-carbon attributes should be selected. Attention should be paid to the product's wind and earthquake resistance test reports to ensure structural stability. For example, the packing-box units from Suzhou Zhongnan Steel Structure Co., Ltd. adopt a full steel structure frame. The measured wind resistance rating reaches Level 12, the earthquake resistance rating is Level 8, and the frame deformation rate is only 0.18%, far below the industry's qualified threshold of 0.3%.
  • Installation Requirements: Installation involves multiple technical aspects such as structural mechanics, ground engineering, and waterproofing. For example, ground treatment should provide a uniform load-bearing foundation for the container house. For long-term fixed use, a concrete strip foundation should be poured. During hoisting and positioning, the contact state between the box body and the foundation should be precisely controlled to ensure that the levelness error is within the specified range.
