Zhuozhou Rural Mobile Toilet Renovation

Admin September 28, 2026

The renovation of mobile toilets in rural areas of Zhuozhou focuses on improving the living environment, advancing through systematic measures that encompass renovation implementation, quality control, long-term maintenance, and technological innovation.

1. Renovation Implementation and Target Planning

Zhuozhou City has prioritized rural toilet renovation as a key livelihood project. In 2023, the city completed a comprehensive survey of rural toilet issues, registering damaged toilets for rectification. It upgraded 1,500 rural household toilets, built 33 new public toilets, and repaired 4,715 household toilets and 45 public toilets damaged by floods. In 2024, the city plans to renovate 8,718 household toilets, formulating the "Zhuozhou City 2024 Rural Toilet Renovation Project Implementation Plan" to clarify renovation models, standards, acceptance procedures, and fund disbursement processes, with tasks delegated to township and village-level units. The "Harmonious and Beautiful Rural Creation + Household Self-Construction Incentive" model is used to stimulate public participation, while on-site coordination meetings are organized to address technical and funding challenges.

2. Quality Control and Technological Innovation

Strict quality control measures are enforced, with the selection of high-quality toilet fixture suppliers and enhanced supervision during construction and acceptance processes. Sample toilet renovation rooms are built to visually demonstrate renovation effects, increasing farmer acceptance. Technologically, an intelligent management and maintenance platform is introduced, integrating household toilet information entry, dynamic monitoring, and cloud storage functions. Four app terminals—vehicle, maintenance, village management, and user—enable full-process supervision of fecal sludge extraction, transportation, and harmless treatment. Fecal sludge collection vehicles are equipped with GPS positioning, video surveillance, and anti-illegal dumping sensor systems, while fecal sludge transfer stations are installed with video surveillance and liquid level monitoring devices to prevent illegal discharge.

3. Long-Term Maintenance Mechanism Construction

Since 2018, Zhuozhou City has completed the renovation of 26,142 sanitary toilets. In 2020, it invested 9.278 million yuan to establish a post-renovation service and maintenance mechanism, introducing third-party maintenance companies through government bidding and setting up 11 township-level toilet maintenance service stations. Currently, the city has built 11 large-scale fecal sludge treatment facilities with a capacity of 100 cubic meters each, forming a closed loop of "fecal sludge collection-transportation-treatment-resource utilization" and achieving a 100% harmless treatment rate for fecal sludge. Villagers can report extraction and repair requests via smart phones, WeChat, or village administrators, with service response times shortened to within 24 hours.

As of now, Zhuozhou City has completed the renovation of 53,250 rural household toilets. Through a "renovation + maintenance + technology" three-pronged approach, it has significantly improved rural sanitary conditions, laying a solid foundation for rural revitalization.
