Relevant Regulatory Management Provisions

According to the "Regulations on the Administration of Urban Appearance and Environmental Sanitation in Zhengzhou City," no unit or individual shall occupy, damage, or unauthorizedly dismantle, move, or close environmental sanitation facilities. If the dismantling of environmental sanitation facilities is required due to urban construction needs, it shall be approved by the municipal, county (city), or Shangjie District urban appearance and environmental sanitation administrative department, and the construction unit shall be responsible for reconstruction in accordance with the principle of construction before dismantling. If on-site reconstruction is truly difficult and off-site construction is required, the construction unit shall compensate at the replacement cost. For acts of occupying, damaging, or unauthorizedly dismantling, moving, or closing environmental sanitation facilities, an order shall be issued to make corrections within a specified time limit; if corrections are not made within the time limit, corresponding fines shall be imposed according to different circumstances, and if losses are caused, legal liability for compensation shall be borne.
