Reconstruction of Prefabricated Panel Houses in Zhejiang

Admin September 19, 2026

Zhejiang has adopted a policy to encourage homeowners to independently update prefabricated panel houses, following the principle of 'homeowner-led, government-guided, and market-operated' to advance related work.

Scope of Application

Priority is given to dilapidated houses identified as Class C or D, non-complete residential buildings, old residential communities built before 2000, and areas with severely inadequate supporting facilities and strong willingness among residents for renewal. Among them, old residential communities with prefabricated panel structures are specifically encouraged for renewal. For example, Hongyuan Community (also referred to as Hongyuan Residential Area) in Hongqiao Town, Yueqing, Wenzhou, Zhejiang, a prefabricated panel building constructed in 1986, was included in the reconstruction scope due to prominent structural hazards, and 52 homeowners completed the renewal through self-financing.

Application Conditions

Old residential communities applying for independent renewal must meet strict homeowner consent ratio requirements: the initial willingness consent rate should, in principle, reach 95%, and the project's official signing rate should reach 100%. The latest policy in Haining City further clarifies that a renewal consent ratio of 90% is required to submit a formal application, and the signing rate should, in principle, reach 100% before organizing house evacuation and relocation. This mechanism ensures the democratic nature and feasibility of renewal decisions, avoiding project stagnation due to opposition from some homeowners.

Funding Sources

Homeowners are primarily responsible for fundraising. Taking Hongyuan Community as an example, 52 homeowners self-financed 10.1 million yuan, with an average contribution of about 200,000 yuan per household, ultimately achieving an upgrade from 'old, dilapidated buildings with stairs' to 'three-bedroom apartments with elevators and fixed parking spaces'. However, the central budget's special investment for urban renewal provides support for the renovation of dilapidated housing on state-owned land identified as Class C or D, with a subsidy standard not exceeding 70% of the project's approved total investment. It should be noted that this subsidy is mainly aimed at dilapidated housing on state-owned land and must be implemented through repair and reinforcement paths (prioritizing reinforcement when Class C dilapidated houses have repair potential).

Policy Background

The '15th Five-Year Plan for Urban Renewal' issued by the State Council clearly proposes to renovate more than 500,000 sets (units) of Class C and D dangerous housing and non-complete housing such as prefabricated panel houses, and requires steady progress in the governance and renovation of prefabricated panel houses and seismic reinforcement of houses in earthquake-prone areas. This top-level design provides direction for local policies, and Zhejiang's practice is a response to and refinement of the national plan.
