Zhejiang Prefabricated Housing Plan
The Zhejiang Prefabricated Housing Plan mainly includes two types: the self-renewal model for prefabricated panel residential areas and fully assembled rural houses.
Self-renewal Model for Prefabricated Panel Residential Areas
The Yuecheng District of Shaoxing City has introduced relevant policies, adhering to the principles of 'owner-led, government-guided, maintaining bottom lines, exploring innovations, pilot-first, and steady advancement.' It adopts a combined renewal model of 'in-situ self-renewal' and 'off-site old-house-for-new-house replacement.' The relevant owners legally determine the implementing entity, which achieves closed and balanced operation of the project through appropriate capacity expansion of the renewal block area. In principle, at least 60% of the owners should opt for in-situ renewal, while owners choosing off-site replacement are allowed to exchange their properties for existing housing of equal value, with the property rights being acquired by the project implementing entity through funding. This policy will be implemented from November 18, 2025. Additionally, the Yuecheng District of Shaoxing City has launched a project to compile self-renewal plans for prefabricated panel residential areas. It selects 1-2 suitable residential areas in each of 13 streets, including Beihai Street and Chengnan Street, to conduct research on renewal plans. It collects relevant basic data such as the current number of households and the condition of dilapidated houses, conducts multi-dimensional assessments, and formulates corresponding renewal paths and implementation recommendations. The plan is to submit the plan compilation results before September 30, 2026.
Fully Assembled Rural Houses
Fully assembled rural houses are a new type of housing construction model promoted in rural areas of Zhejiang Province. Core components such as walls and floor slabs are standardized and prefabricated in factories and then quickly assembled on-site. For example, the first set of 'fully assembled' rural house model in Yuyao City had its main structure erected in just about 7 days. This type of rural house mainly includes two types: light steel structures and concrete shear wall structures. As one of the first batch of national pilot provinces for steel-structured prefabricated residential buildings, Zhejiang Province has introduced support policies such as financial subsidies and housing construction loans. Several light steel-structured rural house demonstration communities have been built in areas like Lin'an District. Meanwhile, provincial technical guidelines and the 'Rural Housing Construction in Zhejiang' full life-cycle management system are being advanced, providing strong policy and technical support for the development of fully assembled rural houses.
