Xiwuqi Mobile Toilet

Admin October 02, 2026

Currently, no specific information on the production or leasing of mobile toilets in Xiwuqi (Xiwuzhumuqin Banner) has been found. The achievements of its 'toilet revolution' are mainly concentrated in the renovation of fixed-type toilets in pastoral areas.

I. Core Directions of Xiwuqi's 'Toilet Revolution'

In advancing the 'toilet revolution,' Xiwuqi has focused on the renovation and post-renovation management of toilets in pastoral areas, with its experience being recognized as a typical case in rural and pastoral regions by the Inner Mongolia Autonomous Region. The renovation primarily targets the high-altitude, windy, and sparsely populated pastoral environment, addressing the hygiene and usability issues of traditional dry toilets through the construction of fixed sanitary toilets, rather than promoting mobile toilets.

II. Specific Measures for Fixed-Type Toilet Renovation

  1. Strengthening Organizational Leadership A special leading group, chaired by the main leader of the banner committee, has been established, along with a responsibility system where township officials are assigned to households, forming a three-tier linkage system of 'banner-township-household' to ensure policy implementation and accountability.

  2. Tailoring Designs to Local Conditions In response to the cold climate, toilet models with freeze-proof designs are promoted. For example, tank-storage toilets are buried more than 2.5 meters underground to prevent freezing in winter. Additionally, toilet layouts and construction plans are optimized based on the scattered distribution of herders' residences.

  3. Strict Quality Control A '1+6' full-process supervision model is adopted, where supervision companies inspect six key aspects, including raw materials, construction techniques, and concealed works, to ensure that the project quality meets standards and to avoid usability issues caused by low temperatures or construction defects.

  4. Diversifying Technical Models Technologies such as biodegradation, micro-water flushing, and improved dry toilets are promoted, and herders are assisted in selecting appropriate models through on-site Q&A sessions and physical demonstrations. For instance, biodegradation technology utilizes microorganisms to decompose feces, reducing water consumption and making it suitable for water-scarce pastoral areas.

III. Coverage and Sustainability

From 2019 to 2025, Xiwuqi has constructed a total of 3,319 sanitary toilets in pastoral areas, achieving a coverage rate of 39%. Meanwhile, post-renovation services have been strengthened, and a management and maintenance mechanism has been established to ensure that the toilets are 'well-constructed, usable, and sustainable.' However, this does not involve the operation, maintenance, or leasing of mobile toilets.

IV. Applicability Analysis of Mobile Toilets

Mobile toilets are typically suitable for temporary events, tourist attractions, or emergency scenarios, whereas Xiwuqi's renovation targets long-term residential households in pastoral areas, making fixed-type toilets more appropriate for their needs. Currently, no relevant plans or projects for mobile toilets have been mentioned in public information. It is recommended to consult the local housing and urban-rural development department or sanitation agency for the latest updates.
