Will Prefabricated Slab Houses in Xinyu Be Demolished?
Prefabricated slab houses in Xinyu will not be demolished in a one-size-fits-all manner; instead, they will be classified and managed based on housing safety assessment grades and urban renewal needs.

I. Core Basis: Housing Safety Assessment Grades
According to current standards, the safety grades of prefabricated slab houses are divided into four categories:
- Grade A: Structurally safe and can be used normally;
- Grade B: Some components are hazardous but do not affect the safety of the main structure;
- Grade C: Partially dilapidated houses requiring repair and reinforcement;
- Grade D: Overall dilapidated houses where the load-bearing structure cannot meet safety requirements for use, posing a risk of collapse.
Only prefabricated slab houses assessed as Grade D will be required to accelerate demolition and reconstruction, while houses of other grades will primarily undergo repair, reinforcement, or renovation.
II. Classification Management Paths
- Grade A/B Houses: Improve living conditions through renovation of old residential areas, such as roof repairs, replacement of aging pipelines, elevator installations, etc., to enhance infrastructure and living environments.
- Grade C Houses: Implement repair and reinforcement measures, including wall, beam, column, and floor reinforcement, as well as seismic capacity enhancement. Central budgetary investment supports 70% of the total approved investment for projects, reducing the burden on residents.
- Grade D Houses: Initiate expropriation and demolition procedures in accordance with the law, but only if one of the following conditions is met:
- Land requirements for projects such as road construction, subway construction, or public facility construction;
- The area is included in a clear demolition and reconstruction plan.
If the above conditions are not met, even if the house is Grade D, it will not be forcibly demolished.
III. Policy Orientation: Renovation-First, Priority for Dilapidated Houses
The State Council's '15th Five-Year Plan for Urban Renewal' explicitly proposes to 'steadily advance the governance and renovation of prefabricated slab houses,' emphasizing 'renovation where possible and prioritizing dilapidated houses' rather than comprehensive demolition. As a local practice, Xinyu City needs to adhere to this principle, advancing work based on local housing safety assessment results and urban renewal plans, avoiding a one-size-fits-all approach or blind demolition.
Recommendation: Residents can jointly apply to the community or housing and construction department for a housing safety assessment. After confirming the grade, they can check the local housing and construction bureau's official website to see if the area is included in the renewal or expropriation plan to clarify the subsequent disposal path.
