Xincai Urban Mobile Toilets

Admin October 05, 2026

Xincai County has actively promoted measures related to mobile toilets in urban construction, covering procurement, construction, and supervision and rectification.

Procurement Projects: In 2017, the Xincai County Urban Management Office issued a tender announcement for the procurement of movable energy-saving and environmentally friendly public toilets, planning to purchase 14 such toilets. To ensure the quality and performance of the toilets, strict requirements were imposed on the qualifications of bidders, covering basic qualifications such as business licenses, financial status reports, relevant management system certifications (such as quality management systems and environmental management systems), and after-sales service certifications. Additionally, for the toilets themselves, reports on the steel frame structure and steel performance testing, as well as wind and earthquake resistance performance evaluations, were required to ensure the stability and safety of the toilets in complex environments. Reports on toilet raw material inspections and product effluent quality compliance tests were also needed to ensure that the raw materials used in the toilets met environmental standards and that the effluent water quality was up to standard, avoiding environmental pollution.

Construction Progress: Since 2016, the Xincai County Urban Management Bureau has attached great importance to the construction of urban public toilets, investing a cumulative total of over 20 million yuan and building 29 movable environmentally friendly public toilets. The deployment of these mobile toilets has effectively alleviated the problem of difficulty in finding public restrooms in urban areas, enhancing the city's public service level and image.

Supervision and Rectification: The Xincai County Discipline Inspection and Supervision Commission has played a supervisory role in promoting the rectification of public toilet renovation projects as a livelihood issue, conducting a 'sweeping' inspection of all public toilets within its jurisdiction and establishing a 'one toilet, one file' problem ledger to record in detail the issues with each public toilet, providing precise bases for subsequent rectifications and promoting the standardized and orderly progress of public toilet renovations. At the same time, it has followed up on the supervision of maintenance work throughout the process to avoid the problem of 'emphasizing construction over management,' promoting the establishment of a 'three-in-one' maintenance system, clarifying daily cleaning standards, and requiring no fewer than three daily inspections. In March 2025, the Ninth Inspection Team of the Xincai County Party Committee discovered issues with some public toilets due to inadequate maintenance during an inspection in Yueliangwan Subdistrict and promptly issued 'inspection-rectification integrated' suggestions. The subdistrict party committee responded promptly, conducting a comprehensive inspection and rectification, assigning sufficient maintenance personnel, repairing damaged toilet fixtures, completing the rectification and maintenance of three non-functioning public toilets within a week, and requiring the establishment of a long-term management mechanism to ensure the long-term normal operation of the public toilets.
