Policy Requirements

On May 13, 2026, the Xiangyang Housing and Urban Renewal Bureau and the Natural Resources and Urban-Rural Development Bureau jointly issued a notice, setting out clear requirements for the application of prefabricated components:

• Newly-built housing in the central urban area: 100% implementation of prefabricated buildings, meaning that prefabricated components need to be produced in factories and then transported to the site for assembly.
• Municipal engineering projects: Government and state-invested municipal projects (such as road and bridge projects) are required to prioritize the use of prefabricated processes for components like prefabricated box girders, piers, and inspection wells, and gradually expand the scope of application.
• Exemptions from prefabricated requirements:
  • Civil buildings and ancillary facilities with a total planned floor area of less than 3,000 square meters;
  • Concrete-structured residential buildings over 100 meters in height or projects exceeding the maximum applicable height specified in technical standards;
  • Non-residential ancillary buildings independently set up in residential projects (such as sales offices and kindergartens), provided that the total above-ground area of the ancillary buildings is ≤10,000 square meters and the individual building is ≤3,000 square meters;
  • Ancillary living quarters or R&D buildings independently set up in industrial projects, provided that the total above-ground area of the independent non-production buildings is ≤10,000 square meters and the individual building is ≤3,000 square meters;
  • Independent buildings in public buildings or municipal facilities, such as schools and commercial buildings, with an above-ground area of ≤5,000 square meters or an individual building of ≤3,000 square meters;
  • Emergency rescue projects and confidential projects.
