Where to Apply for Approval of Container Houses

Admin September 17, 2026

The approval departments and procedures for container houses depend on the specific usage scenario and land nature, mainly divided into the following three categories:

I. Approval Process for Placement on Roadsides

If the container house is used for long-term residence or commercial operations (such as shops or offices), it is necessary to apply to the urban or county people's government urban and rural planning authorities for a construction project planning permit. If it involves the use of state-owned construction land, it is also necessary to submit a construction land application to the natural resources authorities, which will be reviewed and then submitted to the people's government at the same level for approval. If it is a temporary construction (such as construction sheds or exhibition stalls), approval from the urban and rural planning authorities is required, with a general approval period of two years, which can be extended for another two years upon expiration. If it is only used as a temporary, movable facility (such as a mobile kiosk) and does not change the land use, affect urban and rural planning, or compromise public safety, special approval may not be required, but compliance with safety and environmental protection regulations is necessary; if it involves building safety or access to public facilities (such as water and electricity connections), approval or filing must be obtained in accordance with the Construction Law of the People's Republic of China.

II. Approval Process for Placement on Homesteads

Placing a container house on a rural homestead requires joint approval from the township government and relevant county-level departments:

  1. Submit an application to the rural collective economic organization or villagers' committee where the homestead is located, along with materials such as the homestead use right certificate and the design drawing of the container house;
  2. After collective discussion and approval, conduct a public announcement. If there are no objections, submit the materials to the township government;
  3. The township government organizes natural resources, agriculture and rural affairs, and other departments to conduct on-site inspections, verify the materials, and make an approval decision;
  4. If approval from county-level departments is required (such as for larger-scale houses or those affecting the surrounding environment), the township government must forward the materials to the county-level departments for further review.

III. Approval Requirements for Other Situations

Building a container house generally requires completion of the following approval procedures:

  • Land and Resources Management Department: Land use approval;
  • Urban and Rural Planning Authority: Construction project planning permit;
  • Housing and Urban-Rural Development Department: Construction project construction permit;
  • Fire Department: Fire safety approval;
  • Environmental Protection Department: Environmental protection approval;
  • Quality Supervision Department: Quality supervision, inspection, acceptance, and completion acceptance.

Special Circumstances: If the usage nature belongs to cultural tourism or creative parks and other industries encouraged by the state, the approval process may be simplified; under the premise of not exceeding the red line, not disturbing residents, and not causing pollution, some regions may waive approval. The specifics depend on local policies.
