Where Can Container Houses Be Placed

Admin September 16, 2026

Container houses can be placed in specific areas that comply with local regulations and do not change the land use, such as private homesteads, wastelands (with approval), fields (as guard houses for farmland and orchards), and rooftops (requiring structural safety assessments and planning permits). However, it is necessary to avoid hardening the ground or constructing permanent foundations, and they cannot be used for business operations or long-term residence.

I. Rural Areas

  1. Private Homesteads: If the ownership of the homestead is clear and legal, container houses can be placed there for temporary residence or storage of agricultural materials, but it is necessary to avoid changing the land use (such as converting it to commercial operations).
  2. Wastelands or Unused Land: For areas such as barren mountains, slopes, and abandoned ponds, it is necessary to consult the land management department in advance and obtain permission to ensure compliance with land use planning.
  3. Fields: They can be used as guard houses for farmland and orchards, but the following conditions must be met:
    • The plow layer is not destroyed, the ground is not hardened, and no permanent foundation is constructed;
    • There is no water or electricity supply inside, and no traditional infrastructure construction is carried out;
    • They do not occupy land quotas and are only used as temporary containers or warehouses.

II. Urban Areas

  1. Rooftops: The following conditions must be met:
    • The existing building structure has passed a safety assessment;
    • Planning permission has been obtained, and there is no violation of the regulations in the "Administrative Measures for the Addition of Structures on the Rooftops of Existing Buildings" regarding prohibited additions;
    • The original use of the building is not changed, no additional load is added, and fire safety is not affected.
  2. Temporary Land Use: For sites such as construction sites and emergency shelters, it is necessary to obtain temporary land use and temporary construction planning permits. The usage period generally does not exceed 2 years, and safety standards must be met.

III. Special Scenarios

  1. Tourist Attractions or Creative Parks: They can be used as characteristic homestays or mobile shops, but it is necessary to obtain business licenses and government approval. Temporary buildings that have not exceeded the approved period may receive appropriate compensation in the event of demolition.
  2. Along Transportation Routes or in Public Areas: It is necessary to avoid obstructing traffic or affecting the rights and interests of others and to comply with local regulations on temporary buildings.

IV. Key Restrictions

  1. Land Nature and Use: Construction is not allowed on protected land such as cultivated land, basic farmland, and forest land. For forest land, forestry approval is required.
  2. Approval Procedures: Even as temporary buildings, relevant permits must be obtained; otherwise, they may be identified as illegal constructions.
  3. Use Nature: They cannot be used for long-term residence or business operations to prevent being identified as a "substantial change in land use".
