What Qualifications Are Needed for Mobile Toilet Business
Admin October 19, 2026
The qualifications required for mobile toilet-related businesses vary depending on the specific business segment, mainly including requirements for the production, transportation, and cleaning segments.

Production Segment
- Construction Enterprise Qualifications: The construction of public toilets generally falls under the categories of municipal public works or architectural decoration projects. Construction enterprises must possess either a Municipal Public Works Construction General Contracting Qualification (Level III or above) or an Architectural Decoration Engineering Professional Contracting Qualification (Level II or above), with the specific level determined by the project scale and technical difficulty. For large-scale toilet projects or those with complex structures built independently, a General Construction Contracting Qualification may be required. If specialized fields such as pipeline installation or electrical installation are involved, professional contracting qualifications in pipeline engineering or electromechanical installation engineering are also necessary.
- Work Safety License: Construction enterprises must hold a valid Work Safety License, and key personnel, including the legal representative and the deputy general manager in charge of safety, must possess an A-class safety assessment certificate.
- Personnel Qualifications: The project manager must have a registered construction engineer qualification of Level II or above in municipal public works or Level II or above in construction engineering, with no ongoing projects, and must also hold a B-class safety assessment certificate. The project safety officer must hold a C-class safety assessment certificate. The project team, including the project manager and safety officer, must be certified and provide valid social security certificates from the enterprise to prove employment relationships. Additionally, the construction unit must employ an appropriate number of first- or second-level registered construction engineers, as well as a technical leader with engineering technical management experience and professional technical titles. Key personnel such as construction workers and quality inspectors must also hold job certificates or qualification certificates.
Transportation Segment
- Special Transportation Permit: According to local traffic management regulations, the transportation of vehicle-mounted mobile toilets may require a special transportation permit to ensure legality and safety during transportation.
- Approval Documents: In some regions, the transportation and use of vehicle-mounted mobile toilets may also require approval documents from relevant departments to ensure compliance with local urban planning and environmental protection requirements.
Cleaning Segment
- Business Registration: To engage in cleaning services, one must first establish a company or register as an individual operator and obtain a Business License.
- Health Certificate: Cleaning personnel must hold valid health certificates to ensure they are free from infectious diseases and to safeguard public health and safety.
- Hygiene License or Filing: If the cleaning services include special treatments such as toilet disinfection, relevant hygiene and disinfection standards must be followed, and a corresponding hygiene license or filing may be required.
