Urban Management Mobile Public Toilets
The work of urban management in mobile public toilets involves multiple aspects such as construction and introduction, standardized management, and service upgrades.
In terms of construction and introduction, taking the mobile landscape public toilet on the embankment of the Qiantang River in Hangzhou as an example, the Jianggan District Urban Management Bureau, under the guidance of the Municipal Urban Management Bureau, introduced it from Xiamen and jointly built the first movable landscape public toilet in Hangzhou with the Sijiqing Subdistrict. This public toilet opened on June 29, 2019. After being fully produced in the factory, it was transported to the site for hoisting and installation. It could be used once the pipelines were connected, and its location could be adjusted later to save construction costs. This reflects the active attempts by the urban management department to explore new public toilet construction models. By introducing advanced technologies and concepts, it provides the public with a more convenient and aesthetically pleasing toilet environment.
In terms of standardized management, mobile toilets allocated by the government fall within the scope of public facilities, and their use and management should comply with relevant laws, regulations, and policy provisions. As the law enforcement agency for urban management, the urban management department has the responsibility to maintain urban order and manage public facilities. However, it must strictly abide by laws and regulations and must not exceed its authority or abuse its power. The act of the urban management department leasing mobile toilets to vendors as shops without authorization from the government or relevant departments may be suspected of being illegal, as it changes the purpose of the public facility and violates the original intention and purpose of the government's allocation of this facility.
In terms of service upgrades, the Pudong New Area has upgraded the street-side mobile public toilets. The updated mobile public toilets focus on harmony and aesthetics, and their internal design and service upgrades reflect a humanized touch. For example, barrier-free access and stainless-steel handrails have been added around public toilets in areas with heavy pedestrian traffic; convenient designs have been refined to create “age-friendly and child-friendly toilet compartments”; the mobile public toilet at the intersection of Century Avenue and Weifang Road has also added a “sanitation workers' lounge” exclusively for sanitation workers, equipped with facilities such as refrigerators, shower rooms, microwaves, and charging ports. These measures have enhanced the city's image and improved the public's user experience.
