Background of the Incident:

• In March 2022, a container house occupying a refined oil pipeline was removed from the north side of Meisuotun Village, Shangzhuang Town, Haidian District. The container house was placed near the Beijing-surrounding refined oil pipeline, posing a serious safety hazard.

Safety Hazards:

• Risk of Oil and Gas Accumulation: The interior of the container house is a confined space where oil and gas can easily accumulate. Coupled with the use of electrical appliances inside, a leak could lead to serious consequences.
• Obstruction of Emergency Repairs: The house occupying the pipeline would obstruct emergency repairs in case of pipeline damage, affecting normal maintenance and emergency response of the pipeline.
• Impact on Supply Chain: This pipeline is part of Beijing's Sixth Ring Road refined oil pipeline, responsible for transporting 92 and 95 gasoline to Shahe Oil Depot. Shahe Oil Depot is the sole source of supply for over 130 gas stations in Haidian, Huairou, Changping, Yanqing, and other areas. Any damage to the pipeline would cause widespread gasoline shortages at gas stations, affecting traffic and travel.

Legal Basis:

• According to Article 30 of the Law of the People's Republic of China on the Protection of Oil and Natural Gas Pipelines, within the area five meters on either side of the center line of a pipeline route, it is prohibited to build greenhouses, livestock sheds, houses, or other buildings and structures that endanger pipeline safety.

Outcome of the Incident:

• The Haidian District Urban Management and Law Enforcement Bureau, together with the Shangzhuang Town Government and the pipeline enterprise, inspected the site and ordered the party involved to make corrections within a specified time limit.
• After explaining the regulations and patiently persuading, the owner of the container house finally agreed to remove it within the specified time.
• With the assistance of the local Shangzhuang Town Government, the container house and other items occupying the pipeline were smoothly removed, eliminating the safety hazard.
