Renovation of Prefabricated Panel Houses in Shuangliu District

Admin September 19, 2026

The renovation of prefabricated panel houses in Shuangliu District is primarily based on the classification and handling of housing safety levels, as detailed below:

I. Renovation Measures Classified by Safety Level

  1. Grade A or B Houses: These structures are relatively safe, and renovations focus on repairs and functional enhancements. This includes renovating exterior walls, replacing aging water pipes and electrical wires, fixing leaks, and improving fire safety facilities. The renovation of public areas in residential communities is the responsibility of the government, such as road repairs and rainwater-sewage diversion. Personalized needs like interior decoration or elevator installation within households are the responsibility of the residents.
  2. Grade C Houses: These structures have localized safety hazards, and priority is given to seismic reinforcement, such as adding load-bearing columns, repairing cracks, and rust removal. Simultaneously, supporting facilities like water, electricity, and gas are updated. Only when reinforcement is technically infeasible or meaningless, can applications for demolition and reconstruction be made, subject to strict conditions: compliance with urban planning, professional assessment confirming irreparability, agreement from a majority of owners, and government restrictions on large-scale demolitions, with reinforcement being prioritized.
  3. Grade D Houses: These structures are severely damaged and must be immediately evacuated. They are typically included in urban renewal or demolition projects, with handling methods including demolition and reconstruction, monetary compensation, or replacement with resettlement housing. Safety measures are prioritized during renovation, requiring prompt evacuation and emergency response.

II. Key Renovation Plans for 2025 Shuangliu District plans to renovate 46 old residential communities, covering five towns (subdistricts) including Dongsheng, Yixin, and Xihanggang, focusing on four types of renovations:

  • Safety-related: Eliminating major safety hazards in building structures and gas systems, with priority given to Grade D dilapidated houses;
  • Infrastructure-related: Improving rainwater-sewage diversion, water, electricity, and gas "one-household-one-meter" systems, and road repairs;
  • Enhancement-related: Adding elevators and optimizing public service facilities;
  • Upgrade-related: Enhancing the overall environmental quality of residential communities.

III. Renovation Application and Subsidy Policies

  1. Application Conditions: Residents of old residential compounds built before 2005 can submit renovation requests to the Dongsheng Subdistrict Office or the District Residential Community Management Service Center.
  2. Subsidy Standards:
    • Hardware Facility Renovation: An average subsidy of 7,000 yuan per household;
    • Elevator Installation: A subsidy of 200,000 yuan per elevator, subject to resident application and compliance with planning requirements.

IV. Key Considerations

  • Safety First: Grade D dilapidated houses must be immediately vacated and cooperation in evacuation is required;
  • Policy Alignment: Renovations must comply with urban planning to avoid redundant construction;
  • Resident Participation: Personalized needs (such as elevator installation) require consensus among owners before implementation.

The renovation policy aims to balance safety, functionality, and resident needs, with specific implementation subject to professional assessment and government planning.
