Prefabricated Panel Houses in Shanxi
There are a large number of prefabricated panel houses built in the 1970s and 1980s in Shanxi, especially in Taiyuan. These houses are over 40 years old and pose numerous safety hazards. Currently, there are relevant policies supporting original-site demolition and reconstruction, and there are practical cases.

Current Situation of Houses
In Shanxi, particularly in Taiyuan, there are a large number of prefabricated panel houses built in the 1970s and 1980s. Most of these houses are over 40 years old, with some approaching 50 years. Due to the limitations of construction standards at that time, these houses have low seismic resistance and poor structural stability. After long-term use, problems such as wall cracking, roof leakage, corrosion of water supply and drainage pipes, and circuit aging have emerged in a concentrated manner. The fire exits are narrow, and safety hazards are prominent, seriously threatening the lives and property of residents. For example, the prefabricated panel houses in the Recycling Company Community on Qinxian Road, built in 1986 and delivered in 1988, have fully crumbled brick and soil layers on the balcony exterior walls, which fall off at the slightest breeze. During the renovation of the old residential community, the south windows of the entire building were not replaced because the construction team was worried that any movement would cause the building to collapse. Most of the residents in the building are elderly, and the safety hazards are extremely high.
Policy Support
The "Taiyuan Urban Renewal Regulations" issued at the beginning of 2026 clearly state that dangerous housing can be reinforced, renovated, rebuilt, or demolished, and support original-site demolition and reconstruction. Reconstruction within the original land area without exceeding the original area does not require repeated application for land use procedures, and the approval process is directly simplified. The "Shanxi Urban Renewal Regulations" implemented in May 2026 also clearly support the demolition and reconstruction of dangerous housing.
Conditions for Original-Site Demolition and Reconstruction
Old residential communities in Taiyuan that can be included in the scope of "original-site demolition and reconstruction" must meet the following conditions: They must be identified as Class C (partially dangerous) or Class D (entirely dangerous) by professional institutions, with substandard structural safety; built before 2000, with priority given to prefabricated panel houses over 25 years old; demolished and rebuilt on the original site without changing the land use nature or exceeding the original building area; the consent rate of residents in the building must be ≥90% (meeting the standards in terms of both number of people and area); the property rights unit or residents must have raised the necessary funds, with appropriate government subsidies provided.
Practical Cases
In Xiayuan Street, Wan柏林 District, Taiyuan City, Shanxi Province, Building 1 and Building 2 of the former Shanxi Textile Printing and Dyeing Factory collective were identified as Class D dangerous buildings by professional institutions. Original-site demolition and reconstruction officially started in April 2026, with a construction period of about 12 months. It is expected to be handed over in June 2027, adopting the model of "demolition on the original site, construction on the original site, and resident relocation".
