Shanghai Rooftop Mobile Toilet

Admin September 22, 2026

There are illegal constructions of rooftop mobile toilets in Shanghai, but there are also legitimate enterprises providing legal mobile toilet services.

Illegal Construction Cases

In Shanghai, there are instances of illegal construction of rooftop mobile toilets. For example, residents of a residential community in Shanyang Town, Jinshan District, illegally installed a mobile toilet on the rooftop terrace without authorization. Such illegally constructed mobile toilets pose numerous serious problems. Firstly, they are located close to the edge of the terrace, presenting a significant risk of falling objects, which could cause substantial harm to people and property below in the event of an accident. Secondly, this mobile toilet has not undergone any construction planning approval procedures, making it an illegal construction. This behavior is suspected of violating the relevant provisions of Article 40, Paragraph 1 of the Urban and Rural Planning Law of the People's Republic of China, which clearly states that for the construction of buildings, structures, roads, pipelines, and other engineering projects within urban and town planning areas, the construction unit or individual shall apply to the urban and rural planning administrative department of the city or county government, or the town government designated by the people's government of the province, autonomous region, or municipality directly under the Central Government, for a construction engineering planning permit. Construction without obtaining a construction engineering planning permit is a typical illegal construction behavior.

Legitimate Services

Despite the existence of illegal constructions, there are also legitimate enterprises in Shanghai providing mobile toilet-related services. For instance, Shanghai Xinzhang Environmental Protection Equipment Engineering Co., Ltd. specializes in products such as plastic mobile toilets in Shanghai, which are typically installed and used in legally compliant venues without involving illegal rooftop constructions. Another example is Shanghai Shuangshuang Industrial Co., Ltd., which can customize mobile public toilets suitable for various locations, including residential communities. However, the services provided by these legitimate enterprises all comply with relevant laws, regulations, and planning requirements. They do not engage in the installation of mobile toilets in illegal locations such as rooftops, but rather install them in appropriate ground locations that comply with regulations to ensure safety and legality.
