Shanghai Prefabricated Housing

Admin September 17, 2026

Shanghai has clear regulations on prefabricated housing (prefabricated buildings), covering the scope of implementation, indicator requirements, and featuring multiple application cases. By 2026, prefabricated buildings are required to account for over 90% of newly constructed buildings.

Scope of Implementation

  • Residential Buildings: New residential building projects should implement prefabricated construction. However, when the ratio of the total above-ground floor area of non-residential functional buildings to the total above-ground floor area of the project does not exceed 10%, independent non-residential functional building units such as sales offices and shops with an above-ground floor area not exceeding 3,000 square meters may be exempt from implementation. Residential buildings with a total of three floors or less (including three floors) may also be exempt.
  • Public Buildings: New public building projects with a total above-ground floor area exceeding 8,000 square meters should implement prefabricated construction.
  • Industrial Buildings: New industrial building projects with a total above-ground floor area exceeding 8,000 square meters should implement prefabricated construction. If, in industrial building projects, the ratio of the total above-ground floor area of administrative office and living service facilities to the total above-ground floor area of the project does not exceed 15%, office and living quarters and independent non-production buildings with an above-ground floor area not exceeding 3,000 square meters may be exempt from implementation. Major integrated circuit manufacturing projects that have been approved, as well as shallow silos in newly constructed grain storage facilities, may also be exempt.
  • Other Buildings: New projects of other building types with a total above-ground floor area exceeding 8,000 square meters should implement prefabricated construction. Small supporting facilities such as independently set structures, garbage rooms, supporting equipment rooms, and guard rooms may be exempt from implementation.

Indicator Requirements

Except for specific scopes, all newly constructed building units within the scope of implementation should have a prefabrication rate of not less than 40% or an assembly rate of not less than 60% for individual units. Specific scopes include: residential buildings with a height of over 100 meters (excluding 100 meters), which should have a prefabrication rate of not less than 15% or an assembly rate of not less than 35% for individual units; residential buildings with a height of 18 meters or less (including 18 meters) and with a number of floors of six or less (including six), which should have a prefabrication rate of not less than 30% for individual units.

Application Cases

The Shanghai Jiading resettlement housing project, such as the plots 23A - 01 and 22A - 02 in Huangdu Daju (Phase I), features a large total floor area and high investment, with clear standards for the prefabrication rate or assembly rate of individual units. Shanghai Huhui Construction Engineering Co., Ltd. specializes in related businesses, offering a diverse range of house types, abundant materials, long service life, a two-year warranty period, and a wide range of applications.

Development Goals

By 2026, the Shanghai Municipal Development and Reform Commission requires that prefabricated buildings account for over 90% of newly constructed buildings.
