Shandong Mobile Toilet Policy

Admin October 11, 2026

The mobile toilet policy in Shandong Province mainly includes three aspects: tourist toilet management, mobile toilet policies for construction sites, and mobile toilet policies for highway service areas.

In terms of tourist toilet management: Tourist toilets cover public toilets in tourist attractions, gas stations, transportation hubs, etc., that provide toilet services for tourists and local residents. Provincial-level relevant departments such as housing and urban-rural development, transportation, commerce, economy and information technology, and tourism are the responsible entities for the management of tourist toilets under their respective jurisdictions. The property owners are responsible for planning, construction, and supervision and inspection, and all tourist toilets should be open to the public free of charge. Tourist toilets are reviewed and recognized by tourism authorities at or above the county level. The construction property owners need to provide real-life images and written descriptions before and after construction for application. Those that meet the relevant technical requirements after review are recognized by the tourism authorities. The construction planning of tourist toilets should be incorporated into the overall planning system of project facilities or engineering projects of relevant departments at all levels, and plans for new construction, renovation, and expansion should be formulated and implemented. The construction goal is to have "sufficient quantity, cleanliness without odor, effective management, practicality and free of charge", taking into account both practicality and aesthetics, reflecting regional cultural characteristics and urban quality, encouraging technological innovation, and focusing on humanized design. For venues hosting large-scale events where there are no toilets or the existing toilets cannot meet the toilet needs, the organizers should set up environmentally friendly mobile public toilets and provide cleaning services in accordance with standards.

Regarding mobile toilet policies for construction sites: In 2024, the Shandong Provincial Housing and Urban-Rural Development Department issued the "Standards for Temporary Sanitation Facilities on Construction Sites", which clearly requires that new construction sites must be equipped with mobile toilets, further standardizing industry development and ensuring the toilet needs of construction site personnel.

Concerning mobile toilet policies for highway service areas: The Shandong Provincial Department of Transportation issued a notice to carry out a special campaign to promote the "toilet revolution" in highway service areas. Ten measures were taken, including increasing ordinary highway service facilities, scientifically setting the total number of toilet stalls, reasonably allocating the ratio of male and female toilet stalls, reasonably adding third toilets, and improving barrier-free sanitation facilities. A comprehensive investigation and rectification were carried out for operating highway service areas (parking areas) and newly renovated or constructed ordinary highway service areas. The goal is to achieve basically complete facilities in 50% of the public toilets in highway service areas across the province by the end of 2021 and to completely solve the problems of "difficulty in finding toilets" and "poor sanitation" in highway service areas across the province by the end of 2022.
