Shaanxi Government Issues Mobile Toilets

Admin September 28, 2026

The Shaanxi Provincial Government has included mobile toilets in its tourism toilet construction efforts, but has not specifically issued documents targeting mobile toilets alone. Instead, it has incorporated them into the overall planning of tourism toilet construction and management. Details are as follows:

I. Policy Background and Objectives
The "Three-Year Action Plan for the Construction and Management of Tourism Toilets in Shaanxi Province (2018-2020)", issued by the General Office of the Shaanxi Provincial People's Government, aims to comprehensively enhance the construction level of tourism toilets, optimize the tourism public service system, and promote the development of high-quality tourism. The plan explicitly states that from 2018 to the end of 2020, the province needs to build 2,170 new tourism toilets and renovate 830, totaling 3,000. This goal not only covers the interior of scenic spots but also extends to areas such as urban-rural fringes and transportation routes, forming a toilet construction network that covers the entire region.

II. Role and Positioning of Mobile Toilets
As a flexible supplement to the tourism toilet system, mobile toilets have characteristics such as mobility, rapid deployment, and strong adaptability. They are mainly applied in two types of scenarios:

  1. Responding to temporary surges in tourist flow: During holidays, large-scale events, etc., when the tourist flow in scenic spots or public areas surges and fixed toilets cannot meet the demand, mobile toilets can be quickly added to alleviate the pressure on toilet use.
  2. Supplementing service shortcomings in scenic spots: For some remote scenic spots or newly developed attractions with imperfect infrastructure and long construction periods for fixed toilets, mobile toilets can serve as a transitional solution to ensure the basic needs of tourists.

III. Policy Support and Management Requirements
Although the plan does not specifically formulate detailed rules for mobile toilets, it incorporates them into the overall planning framework and emphasizes the following principles:

  • Unified quality standards: Mobile toilets must comply with the standards in the "Classification and Evaluation of the Quality Grades of Tourism Toilets" in terms of hygiene conditions, facility configuration, barrier-free design, etc., to be consistent with fixed toilets.
  • Clear management responsibilities: The daily maintenance, cleaning, and supply replenishment of mobile toilets are the responsibilities of the scenic spot management units or local governments to ensure the continuity of services.
  • Strict environmental protection requirements: The use of water-saving and eco-friendly technologies is encouraged to reduce sewage discharge and promote resource recycling.

IV. Implementation Results and Significance
The promotion of mobile toilets has effectively enhanced the emergency response capability and service flexibility of tourism toilets in Shaanxi Province. For example, in popular scenic spots such as Mount Hua and the Terracotta Warriors, the addition of mobile toilets has significantly alleviated the toilet shortage during peak seasons. At the same time, it has reduced the construction costs and land occupation pressure of fixed toilets, providing an innovative practical path for the "Toilet Revolution".
