Rural Prefabricated House Toilet

Admin September 17, 2026

The construction of toilets in rural prefabricated houses should be implemented comprehensively in combination with regulatory requirements, the application of prefabricated components, and subsidy policies. The core points are as follows:

I. Construction Regulatory Requirements

According to the Rural Household Toilet Construction Specifications (2018) and the Hunan Provincial Local Standard Rural Toilet Construction and Management Specifications, Part 1: Household Toilets (2023), toilets must meet the following conditions:

  1. Structural Safety: The toilet building must have walls, a roof, and a door, and be equipped with a direct-access toilet (squat or sit toilet) and an odor exhaust pipe to ensure cleanliness inside the toilet, free from flies and maggots, and without exposed feces. The fecal storage tank must be leak-proof and virtually odorless.
  2. Reasonable Location Selection: The toilet building should be close to the living quarters, downwind from the kitchen, away from wells and underground water intake structures (distance ≥ 10 meters), avoid being built on both sides of main roads, and comply with the overall village plan.
  3. Hygiene Standards: The septic tank must adopt mature technologies such as three-chamber or double-urn funnel types to ensure effective harmless treatment of feces and prevent soil and groundwater pollution.

II. Application Practices of Prefabricated Components

Some rural self-built house toilets use prefabricated slabs to construct septic tanks, with specific steps including:

  1. Prefabricated Septic Tank Cover Slab: After applying a cement bedding layer, place steel bars and then pour concrete to form the cover slab. Ensure uniform thickness (recommended ≥ 10 cm) to prevent cracking.
  2. Modular Assembly: The main body of the septic tank can be assembled using prefabricated concrete modules, reducing on-site wet work and shortening the construction period.
  3. Construction Precautions: Although some individual experiences advocate for "no formwork or marking" to save time and effort, it is essential to strictly inspect the dimensional accuracy and connection tightness of prefabricated components to prevent leakage.
(Note: Such cases are mostly individual practices and require optimization of technical details in accordance with local standards.)

III. Subsidy Policy Support

The subsidy standards for rural sanitary toilet renovation in 2025 are clear:

  1. New Construction Subsidies: For outdoor toilets installed with squat or sit toilets, subsidies range from 3,500 to 3,580 yuan; for indoor bathrooms connected to sewage networks or septic tanks, the maximum subsidy is 3,500 yuan.
  2. Renovation Subsidies: According to the principle of "providing what is lacking," targeted subsidies are provided for toilets missing key components such as toilets or septic tanks.
  3. Application Process: A renovation plan must be submitted to the local agricultural and rural department, and subsidy funds will be issued after passing the inspection.

Recommendation: Before construction, consult the local agricultural and rural department to obtain technical drawings and construction guidance, and prioritize selecting toilet types that comply with hygiene standards to ensure long-term safety and environmental benefits.
