In terms of overall requirements, it emphasizes giving full play to the main role of farmers, focusing on demonstration and guidance, and avoiding a one-size-fits-all approach. It promotes the integrated treatment of toilet waste and sewage, advancing either the integration of toilet renovation and domestic sewage treatment or initiating anti-seepage renovations based on the construction of domestic sewage treatment facilities in villages. It advocates for an orderly and region-specific approach, scientifically selecting toilet renovation technology models without adopting a uniform standard. The work objectives include completing high-quality task targets, finishing the renovation of 15 toilets by the end of November, completing the organization and entry of archival materials into the Hainan Toilet Renovation System by the end of December, increasing coverage by encouraging households without toilets and those building new rural houses to construct harmless sanitary toilets within their households or courtyards, and strengthening the management and protection of rural toilets by establishing a long-term mechanism to coordinate the treatment and resource utilization of rural fecal waste. In terms of technology models, it insists on adapting measures to local conditions, villages, and households, implementing relevant guidelines, promoting simple, practical, cost-effective, technologically mature, and widely accepted toilet renovation models and technical routes, and promoting water-saving and low-water flushing facilities. This includes decentralized treatment methods (suitable for villages with sparse population density and complex topographical conditions or scattered rural households, with various technical models such as jointly constructing public septic tanks) and centralized village treatment methods.
• Yangjiang Town: To implement work deployments such as the improvement of rural living environments, it has deeply advanced the rural toilet revolution. It has strengthened organizational leadership by holding multiple meetings for arrangement and deployment and establishing a leading group for toilet renovation work, conducting preliminary surveys, and implementing countdowns, weekly inspections, and monthly meetings for the progress of toilet renovation. It has optimized toilet renovation services based on local conditions, comprehensively considering factors such as infrastructure conditions in each village and the living habits of villagers, scientifically planning, and tailoring toilet renovations to each household. It has recognized self-built anti-seepage toilets by farmers through non-engineering measures, initiated toilet renovations for leaking toilets, and arranged construction teams to assist with renovations for jointly renovated toilets with high construction difficulty. It has strengthened supervision to ensure the quality of toilet renovations by organizing personnel to supervise the entire process of toilet renovation, mobilizing villagers to participate in supervision, requiring rectification of problems found during inspections within a time limit, organizing special personnel for acceptance after the completion of engineering implementation, and conducting irregular follow-up inspections on completed toilet renovations to understand villager satisfaction. In 2023, the task for toilet renovation was 1,326 households, with 1,004 recognized through non-engineering measures and 95 renovated through engineering measures.
