Demolition of Prefabricated Panel Houses in Qingdao

Admin September 18, 2026

Eligible prefabricated panel houses in Qingdao can be included in the pilot scope for demolition and reconstruction. Details are as follows:

Conditions for inclusion in the pilot scope:

  • The house must be located on state-owned land within the urban built-up area, legally constructed, and have legally obtained a real estate property certificate, while its seismic performance does not meet current requirements.

Situations not included in the pilot scope:

  • Villa-type real estate development projects (including private estates, etc.), immovable cultural relics, historical buildings, traditional-style buildings, and buildings within areas where new construction or expansion of buildings is prohibited as stipulated in the "Qingdao Urban Landscape Protection Regulations".
  • Buildings already included in land and housing expropriation plans, land reserve plans, or designated for demolition in regulatory plans.

Implementation Path:

  • Determine the construction entity: The house owner can directly act as the construction entity, establish an autonomous renewal committee through mutual agreement, or entrust a legal person with corresponding qualifications or project implementation experience as the construction entity.
  • Prepare the renovation plan: The construction entity entrusts a design or consulting unit with corresponding qualifications to prepare the renovation plan.
  • Plan review and public announcement: The renovation plan is submitted by the sub-district office to the district (city) government for joint review. After approval, it is publicly announced to the society. If there are no objections, the district (city) government issues a comprehensive review opinion.
  • Handle procedures and commence construction: After approval, relevant procedures such as planning permits and construction permits are handled with relevant departments, and project construction is implemented.
  • Acceptance and registration: After passing the acceptance inspection and completing the completion acceptance filing, the house owner can apply to the real estate registration department for real estate registration.

Policy Support:

  • For original-site reconstruction projects, support is provided for appropriately increasing building area, improving living functions, adding public service facilities, and developing underground space. For planning indicators such as spacing and sunlight that cannot meet current standards and norms, and for unit types and areas that cannot meet daily living needs, flexible control of planning indicators is implemented, and control can be carried out at a level not lower than the current status. The land nature and land use rights of the project are allowed to remain unchanged, and existing land use procedures and other materials can be used as land proof documents to handle relevant procedures.
  • The reconstruction costs for original-site reconstruction follow the principle of "who owns, who pays; who benefits, who pays", and are borne by the house owners in proportion to the building area. Various financial institutions are encouraged to actively provide credit support. Depositors are supported in withdrawing housing provident fund for the original-site reconstruction of old houses or for paying rent during the original-site reconstruction period. The scope of policy support for withdrawals can be extended to the parents and children of both the depositor and their spouse. At the same time, depositors are supported in applying for housing provident fund loans for original-site reconstruction.
