How to Apply for Public Mobile Toilets
Admin September 27, 2026
To apply for public mobile toilets, it is necessary to complete the processes of planning and site selection approval, land use approval, construction project approval, and submit application materials and commitments in sequence. The specific procedures are as follows:

I. Planning and Site Selection Approval
- Site Selection Compliance: It must comply with the local overall land use plan and urban-rural planning. Submit a site selection application to the planning and construction management department, clearly stating the proposed installation location and a description of the surrounding environment.
- On-site Inspection and Opinion Letter: After the initial review by the management department, an on-site inspection will be conducted to assess the rationality of the site selection (such as whether it affects traffic and residents' lives) and its environmental impact (such as drainage and ventilation conditions). Upon approval, a "Planning and Site Selection Opinion Letter" will be issued.
II. Land Use Approval
- Submit Land Use Application: After obtaining the site selection opinion letter, submit a land use application to the land and resources management department, providing materials such as land ownership certificates (such as lease contracts) and the site selection opinion letter.
- Land Use Procedures: The management department will review the compliance of land use (such as whether it occupies cultivated land or ecological protection areas). After approval by the county-level people's government, land use procedures will be handled, clarifying the land use method (such as leasing or allocation) and the duration.
III. Construction Project Approval
- Design Plan Review: Commission a qualified design unit to prepare a public toilet architectural plan (including structural and sanitary facility layouts) and submit it to the construction management department for review to ensure it meets functional requirements (such as barrier-free design).
- Construction Drawing Review: The construction drawings need to be submitted to a drawing review agency for review, focusing on building safety (such as seismic resistance), sanitary standards (such as ventilation and sewage discharge), and environmental protection requirements (such as noise control).
- Construction Permit Application: After completing the review, submit a construction permit application to the construction management department, providing materials such as the design plan, construction drawing review opinions, and the contractor's qualifications. Construction can only commence after approval.
IV. Application Materials and Commitments
- Basic Application Materials: An application letter must be submitted, clearly stating the number, time, location of leasing/installation, and a maintenance plan (such as daily cleaning frequency and equipment maintenance cycles).
- Compliance Commitment: Commit to abiding by the lease agreement or management regulations, not changing the purpose of the facilities (such as converting them for commercial use), and ensuring their public and service nature.
- Social Benefit Explanation: For enterprise applications, it is necessary to explain the social benefits (such as improving the surrounding public health level, facilitating citizens' toilet use, and alleviating pressure in tourist attractions).
V. Legal Basis and Suggestions
The application must comply with the relevant provisions of the "Law of the People's Republic of China on Urban and Rural Planning" (site selection compliance) and the "Law of the People's Republic of China on Land Administration" (land use approval). It is recommended to consult local planning, urban management, or municipal departments before applying to confirm the specific procedures and material requirements and avoid delays in approval due to policy differences.
