Removal of Prefabricated Panel Roofs on Houses

Admin September 18, 2026

The removal of prefabricated panel roofs on houses is not carried out comprehensively but is classified and handled based on the safety status of the house, its disaster-resistance capability, and urban planning requirements. The specific removal rules and compensation methods are as follows:

1. Scope of Removal: Only for Specific Types of Houses

  • Grade C and D Dangerous Houses: Houses identified as Grade D dangerous houses by professional institutions (e.g., foundation settlement exceeding 5 centimeters, cracks in load-bearing walls wider than 1 millimeter) must be demolished; Grade C dangerous houses are usually reinforced and renovated, and if they cannot be repaired, they are included in the removal scope.
  • Houses with Insufficient Disaster-Resistance Capability: Houses with seismic resistance below 70% of the current standard or those that are easily damaged in disasters such as floods and typhoons are prioritized for removal to ensure safety.
  • Houses Affecting Urban Planning: Residential buildings located within the planning scope of major infrastructure projects such as subways and viaducts need to be demolished in cooperation.

2. Limit on Removal Proportion According to the 2026 policy, the floor area of buildings to be demolished within an urban renewal unit shall, in principle, not exceed 20% of the total existing floor area, and the demolition-to-construction ratio (the ratio of the demolished area to the newly built area) shall not be greater than 2 to avoid overdevelopment.

3. Flexible and Diverse Compensation Methods

  • Monetary Compensation: The compensation amount shall be no less than 110% of the market price of surrounding commercial housing, covering the value of the house, decoration costs, moving expenses, etc..
  • Property Rights Exchange: Replace old houses with new ones at a certain ratio (e.g., 1:1.1 or 1:1.2), with the options of in-situ relocation or off-site resettlement.
  • Housing Voucher Resettlement: Provide housing purchase vouchers for purchasing government-designated housing to meet diverse housing needs.

4. Key Basis: Safety Appraisal Report Whether a house should be demolished is determined based on the report issued by a qualified institution in accordance with the "Standards for the Appraisal of Dangerous Houses". The age of the house or its structural type (such as prefabricated panels) is not the sole criterion. For example, some prefabricated panel houses that are structurally sound and meet safety standards can continue to be used through reinforcement and renovation.

Summary: The removal of prefabricated panel houses requires a comprehensive assessment of house safety, disaster-resistance capability, and planning requirements, following the principle of "renovating where possible and demolishing where necessary" and determining the plan through professional appraisal. The compensation methods take into account both economic efficiency and flexibility to ensure the rights and interests of residents.
