Safety Grades of Prefabricated Panel Houses

Admin September 19, 2026

The safety grades of prefabricated panel houses are divided into four levels: A, B, C, and D, as detailed below:

Grade A: This is the optimal level in the house safety grading system. Prefabricated panel houses at this grade have no dangerous components, and their structures fully meet the requirements for safe use, with all functions operating normally. For such houses, only regular maintenance is required, and there is no need for large-scale repairs or reinforcement. For example, some newly built prefabricated panel houses with good construction quality can often reach Grade A standards under normal use and maintenance conditions.

Grade B: Prefabricated panel houses at this grade have minor defects in individual components, but these defects do not affect the safety of the main structure, and the house's functionality remains largely intact. For Grade B houses, although immediate large-scale rectification is not required, regular observation and monitoring of the defective components are necessary to prevent the defects from expanding and affecting house safety. For instance, if some individual walls in a prefabricated panel house develop fine cracks that, after professional assessment, do not affect the overall structural safety, the house can be classified as Grade B.

Grade C: This grade indicates that the house has raised a 'red flag'. Taking Building 1 of the Fuel Company dormitory at 80 Beihe Street, Xinhua District, as an example, this building was assessed as Grade C in 2023. Prefabricated panel houses at Grade C can be inhabited, but before the safety hazards are resolved, the house owner needs to continuously track changes in the house's safety status. If there are significant changes in the house's safety status, immediate evacuation of personnel should be organized, and timely reports should be made to the local sub-district office and housing construction department. Simultaneously, appropriate measures should be taken for disposal, and depending on the situation, a house safety inspection and assessment may also be required.

Grade D: This is the most severe grade, equivalent to the house being placed in 'intensive care'. For example, a standalone four-story brick-concrete prefabricated panel building at 80 Beihe Street, Xinhua District, was assessed as Grade D in 2022. For Grade D houses, all occupants are required to move out and vacate the building to avoid safety accidents and protect the lives and property of residents.
