The reconstruction process of prefabricated panel houses mainly includes two parts: confirming reconstruction conditions and specific reconstruction procedures, as detailed below:

I. Reconstruction Conditions

  1. Compliance with Planning Requirements: The reconstructed house must adhere to local village planning and overall land use planning, including strict compliance with parameters such as location, area, and height.
  2. Possession of Legal Property Rights Certificates: The reconstructing party must hold legal certificates for homestead use rights and house ownership. If the original prefabricated panel structure house has legal property rights, it meets the conditions.
  3. Non-Illegal Construction: If the original house was constructed without approval as an illegal building, it does not qualify for reconstruction.
  4. Meeting Safety Standards: The reconstructed house must comply with local building codes and safety requirements, with particular emphasis on enhancing structural safety and seismic performance to ensure living safety.

II. Reconstruction Procedures

  1. Submission of Application: Submit a written application to the village committee, explaining the reasons for reconstruction, location, scale, etc. If the house is a prefabricated panel dilapidated building, apply for a dilapidated building assessment first (C-grade or D-grade dilapidated buildings qualify for reconstruction) and prepare materials such as the dilapidated building assessment report, identity proof, homestead certificate, house ownership certificate, and reconstruction design plan.
  2. Review and Public Announcement: The village committee reviews the application and makes a public announcement to solicit opinions from villagers; organizes on-site verification and holds a villagers' meeting for evaluation. After approval, it publicly announces the applicant's information, dilapidated building situation, and reconstruction plan in the village affairs public announcement column for a period of no less than 7 days.
  3. Approval by Township Government: The village committee submits the materials to the township government, which reviews the completeness and authenticity of the materials, conducts on-site inspections of the dilapidated building and site compliance, and makes an approval decision after a public announcement of no less than 7 days upon approval.
  4. Review by County-Level Departments: The county-level housing and urban-rural development department, in conjunction with natural resources, planning, and other departments, reviews the materials and conducts on-site inspections if necessary. Those who meet the requirements are issued approval documents, while those who do not are provided with written explanations.
  5. Handling Procedures: After approval, handle procedures such as construction land permits and construction engineering planning permits. The county-level government signs a dilapidated building renovation agreement with the farmer, specifying subsidy standards, construction requirements, and completion deadlines.
  6. Commencement of Reconstruction: Carry out construction according to the approved plan and construction specifications. Some regions require the selection of qualified construction teams.
  7. Completion Acceptance and File Management: After reconstruction is completed, apply for acceptance from the township government. The township government conducts a preliminary acceptance and then reports to the county-level department for formal acceptance. Those who pass the acceptance can apply for house property registration and establish paper files of 'one household, one file'.
