Prefabricated Panel House Project Contracting
In the contracting of prefabricated panel house projects, it is crucial to focus on two aspects: responsibility division and qualification requirements.

Responsibility Division
In the contracting of prefabricated panel house projects, the division of responsibilities is of utmost importance. Taking the 2020 Zhou Huaping house renovation project as an example, after the project owner contracted the project to the contractor, if the construction workers employed by the contractor suffer casualties due to issues with the prefabricated panels during construction, the responsibilities of all parties need to be clarified. In this case, the prefabricated panel broke, resulting in a fatality. After testing, it was found that this batch of prefabricated panels was unqualified, and the breakage was caused by insufficient concrete strength during production. Ultimately, the manufacturer bore the primary responsibility because it provided a substandard product that directly led to the accident. The project owner and the contractor, on the other hand, bore secondary responsibility for failing to fulfill their obligation to inspect the quality of the building materials. This indicates that during the project contracting process, both the project owner and the contractor have the responsibility to strictly inspect the quality of the building materials used and cannot solely rely on the manufacturer's quality assurance. Otherwise, they may face corresponding legal liabilities once problems arise.
Qualification Requirements
Different scales of prefabricated panel house project contracting have different requirements for supplier qualifications.
- Large-scale projects: For example, in the Building Reinforcement Projects of Buildings No. 2 and No. 5 in the Fenyang Prison, which adopted competitive negotiation as the procurement method and had a relatively high budget, suppliers are required to simultaneously possess a Grade-II or higher qualification in general contracting for construction engineering issued by the construction administrative department and a professional contracting qualification for special projects (structural reinforcement). They must also have a valid production safety permit. The proposed project manager must have a Grade-II or higher registered construction engineer qualification in construction engineering, a valid Class-B production safety assessment certificate, and must not be serving as the project manager of any other ongoing construction projects.
- Small-scale projects: Take the Prefabricated Panel Building Maintenance Project at the Taigu Campus of Shanxi Agricultural University as an example. It also adopted competitive negotiation as the procurement method but had a relatively low budget. Suppliers are required to have a Grade-III or higher qualification in general contracting for construction engineering or a Grade-II or higher qualification in building decoration and renovation, a valid production safety permit, and the ability to carry out construction in terms of personnel, equipment, and funds. The project manager must have a Grade-II or higher registered construction engineer qualification in construction engineering, a valid production safety assessment certificate (Class B), and must not be serving as the project manager of any other ongoing construction projects.
