Can a Prefabricated House Be Built with 3 Floors?

Admin September 18, 2026

There is no unified national standard on whether a prefabricated house can be built with 3 floors; it depends on local policy regulations. The following provides an explanation from three aspects: policy basis, regional differences, and operational suggestions.

At the policy basis level, the floor limit for prefabricated houses falls under local management. According to current regulations, China has not established a unified national standard for the number of floors in different building structural forms (such as prefabricated or cast-in-place). However, it clearly requires that all construction activities must comply with local planning, fire protection, earthquake resistance, and other special requirements. For example, some regions stipulate in the "Evaluation Standard for Prefabricated Buildings" that multi-story prefabricated buildings must pass a special structural safety demonstration, with the number of floors being one of the core parameters directly affecting the demonstration results.

At the regional difference level, there are significant differences in policy implementation standards across different regions. Taking the pre-sale system as an example, some cities require that multi-story buildings (7 floors and below) must complete the main structure up to the 3rd floor before applying for a pre-sale permit. This regulation indirectly reflects the local technical recognition of 3-story prefabricated buildings. However, it should be noted that such regulations only apply to the pre-sale process and do not directly equate to construction permit standards. For example, earthquake-prone areas may additionally require seismic over-limit reviews for prefabricated buildings above 3 floors, while areas with high wind pressure may impose higher requirements on the strength of connection joints.

At the operational suggestion level, three core tasks need to be completed before construction:

  1. Policy verification: Check the clauses on floor limits for prefabricated buildings in the application conditions for the "Construction Engineering Planning Permit" through the official website of the local housing and construction department or the government service window;
  2. Technical demonstration: Entrust a qualified design unit to complete a structural calculation report in accordance with the "Technical Standard for Prefabricated Concrete Buildings", focusing on verifying the vertical load transfer path and horizontal displacement control values of the 3-story building;
  3. Approval process: Submit a complete set of application documents including geological survey reports, production qualifications for prefabricated components, and construction organization plans to ensure compliance with the special requirements in the local "Implementation Opinions on Prefabricated Buildings".

It is particularly emphasized that even if local policies allow the construction of a 3-story prefabricated house, it is still necessary to strictly comply with the three-level seismic fortification standards in the "Code for Seismic Design of Buildings", which are "no damage in minor earthquakes, repairable in moderate earthquakes, and non-collapse in major earthquakes", to avoid safety hazards caused by improper selection of the structural system.
