Prefabricated Assembly Houses in Zhanjiang

Admin September 18, 2026

Zhanjiang is comprehensively promoting the construction of prefabricated assembly houses, with relevant policies covering the scope of application, identification standards, implementation procedures, and regulatory requirements, as detailed below:

I. Policy Basis and Scope of Application According to the Implementation Opinions of the Zhanjiang Municipal People's Government on Developing Prefabricated Buildings and the Special Plan for Prefabricated Buildings in Zhanjiang (2021-2025), Zhanjiang requires that, in principle, newly constructed housing projects (including expansions and renovations) should implement prefabricated buildings, with exemptions for projects with special functions or designs. The specific scope of application is divided into two categories:

  1. Government-funded projects: For affordable housing and public buildings, projects with a total above-ground floor area of a single building ≥ 5,000 square meters must adopt prefabricated construction.
  2. Privately-funded projects: For large public buildings, factory buildings (including warehouses), and R&D buildings, projects with a floor area ratio of a single above-ground building ≥ 20,000 square meters must implement prefabricated construction.

II. Identification Standards and Pre-evaluation Mechanism Prefabricated buildings must meet the following core requirements:

  1. Prefabrication rate requirements: Based on the national Assessment Standard for Prefabricated Buildings (GB/T51129-2017) or the Guangdong Provincial Assessment Standard for Prefabricated Buildings (DBJ/T15-163-2019), the prefabrication rate must be ≥ 50%, and comprehensive assessment will be conducted by the municipal housing and construction department or an entrusted expert committee.
  2. Pre-evaluation process: Taking a single building as the evaluation unit, the construction unit must submit implementation plans, prefabrication rate calculation sheets, design documents (including BIM models and application descriptions), and other materials before the construction drawing design review. After the pre-evaluation is passed, the results and expert opinions must be submitted to the construction drawing review unit, and a compliance certificate can only be issued after passing the review.

III. Land Supply and Regulatory Measures

  1. Land transfer requirements: The natural resources department must specify the requirements for prefabricated buildings in land use planning conditions, land transfer announcements, or allocation approvals, and include them in the land transfer contract or allocation decision. Projects explicitly required in land transfer announcements must strictly comply.
  2. Regulation and promotion: The municipal housing and construction bureau enhances industry technical standards through specialized training and the establishment of an expert database, and works with the natural resources department to ensure policy implementation. For example, in 2024, a specialized training session on prefabricated buildings was held, inviting provincial experts to interpret technical systems and policy requirements.

IV. Policy Implementation and Refinement Relevant policies have been gradually implemented since 2021, and in 2024, standards were further refined through Document Zhanjianke [2024] No. 2, strengthening full-process management and promoting the large-scale application of prefabricated buildings in Zhanjiang.
