Types and Planning of Rural Sanitary Toilet Construction
Ningxia has promoted the construction of various types of sanitary toilets in its rural toilet revolution. Before 2018, the health and housing construction departments primarily built 305,000 sanitary toilets, including pipeline-connected, double-urn, and biogas-pool types. After the agricultural and rural departments took over the work in 2019, 356,000 new or renovated rural household sanitary toilets were constructed, including centralized sewer-collection household toilets, small-scale centralized collection household toilets, three-chamber septic tank household toilets, and underground water-storage water-saving and freeze-proof household toilets. In 2025, it is planned to build 19,700 new household toilets, mainly promoting composting household dry toilets and vacuum negative-pressure micro-flush household toilets, and conducting experimental demonstrations of light-admitting double-pit alternating household dry toilets and deep-pit household dry toilets.
Funding Guarantee Mechanism
Ningxia has established a funding mechanism supported by the central government, supplemented by autonomous region subsidies, matched by city and county funds, and self-raised by farmers. Since 2019, a total of 981 million yuan has been invested in rural toilet renovation, including 273 million yuan in central government incentive funds and 708 million yuan in autonomous region subsidies. Each household toilet receives a subsidy of 2,000 yuan from the autonomous region, with city and county-level matching funds of no less than 2,000 yuan, ensuring that the renovation cost per household toilet is no less than 4,000 yuan. The construction costs vary for different types of household toilets: centralized sewer-collection household toilets cost 10,000 to 18,000 yuan per unit; small-scale centralized collection household toilets cost 7,000 to 10,000 yuan per unit; three-chamber septic tank household toilets cost 3,800 yuan per unit; underground water-storage water-saving and freeze-proof household toilets cost 4,000 yuan per unit; and vacuum negative-pressure micro-flush household toilets cost 2,500 to 4,000 yuan per unit.
