Ningbo Prefabricated Slab Houses
Prefabricated slab houses in Ningbo generally suffer from issues such as poor earthquake resistance and disrepair due to age. Currently, the direction for their disposal has not been fully determined, with some areas facing the choice between 'renovation' and 'demolition'.

I. Current Status and Problems of the Houses Ningbo has a large number of prefabricated slab houses built in the 1980s and 1990s. Due to their long construction age, these houses generally suffer from structural aging and insufficient earthquake resistance. For example, Beilun District's Beijixing Village, built in the late 1980s as employee welfare housing, has attracted attention due to problems such as dilapidated buildings, pipe erosion, and wall cracks. Residents report severe water leakage during rain, significantly affecting their lives. These issues not only impact living safety but also reduce the quality of life for residents.
II. Government Renovation Measures and Limitations The Ningbo Municipal Government and Haishu District Government have invested funds to renovate old residential areas. However, current measures mainly involve surface painting and repairs, making it difficult to address the underlying safety hazards of the houses. For example, some communities have only renovated the walls without reinforcing the internal structure, resulting in limited renovation effects and an inability to fundamentally improve the earthquake resistance and durability of the houses.
III. Policy Planning and Implementation Progress Since 2022, the Ministry of Housing and Urban-Rural Development, in conjunction with multiple departments, has launched the 'Special Action Plan for the Investigation and Renovation of Safety Hazards in Old Prefabricated Slab Buildings'. Haishu District in Ningbo has also formulated relevant plans. According to the 'Overall Plan for the Territorial Space of the Old City Area in Haishu District, Ningbo (2021-2035)', old residential areas with prefabricated five-hole slab houses built in the 1990s within eight streets in the Haishu old city area have been included in the planning scope. However, specific implementation details (such as renovation, demolition and reconstruction, development, and relocation plans) have not yet been clarified, leading to difficult choices between 'renovation' and 'demolition' in some areas, such as Beijixing Village.
IV. Uncertainty Regarding Future Disposal Directions Currently, the disposal direction for prefabricated slab houses in Ningbo has not been fully determined and requires comprehensive consideration of factors such as house structural safety, resident wishes, and financial investment. Some houses may be enhanced for safety through reinforcement and renovation, while severely damaged houses may face demolition and reconstruction. However, specific plans will need to be implemented after the government further clarifies its policies.
