National Poverty Alleviation Mobile Toilet
The National Poverty Alleviation Mobile Toilet is a temporary sanitation facility specifically designed for rural areas, aiming to improve sanitary conditions and address the environmental pollution issues associated with traditional dry latrines.

Funding Model
The funding for National Poverty Alleviation Mobile Toilets primarily comes from financial subsidies, with farmers contributing a portion as well. Subsidies are mainly targeted at local registered farmers, with specific subsidy amounts and self-financing costs adjusted annually based on higher-level funding allocations and local fiscal arrangements. For example, ordinary farmers may need to contribute 1,500 yuan or less, while special disadvantaged groups such as low-income households, five-guarantee households, and families with disabilities may not need to pay if they meet the conditions. Some regions have implemented subsidy standards of around 3,000 yuan per household, but these are subject to local policies for the current year.
Design Philosophy
Mobile toilets are designed with portability, durability, and environmental friendliness in mind:
- Structural Materials: Lightweight and high-strength materials (such as plastics, metal frames, or composite materials) are used to adapt to complex terrains.
- Sewage Treatment System: Equipped with fecal collection tanks, odor control devices, and water-saving flushing systems to reduce environmental pollution.
- Energy Utilization: Some advanced models integrate solar power systems to enhance energy efficiency.
Application Scenarios
The flexibility of mobile toilets makes them suitable for various scenarios:
- Rural Areas: Used as public restrooms or household toilets to address the lack of fixed sewage systems.
- Temporary Events: Short-term demand scenarios such as large events, exhibitions, and tourist attractions.
- Emergency Scenarios: Rapid deployment in post-disaster reconstruction and infrastructure construction in remote mountainous areas.
Operation Process
Users operate the mobile toilet in the same way as a conventional restroom, with waste processed through an internal system without the need for manual cleaning. Once the usage limit is reached, staff perform regular cleaning and maintenance, reducing labor dependence and maintenance costs.
Application Process
- Submit Application: Farmers submit an application to the village (community), providing an application approval form (stamped by the village committee), a copy of their ID card, and a copy of their bank card. If construction is to be carried out by a construction team, additional documents such as a construction agency agreement and the contractor's identity and bank information are required.
- Review and Approval: The village conducts a review and submits it to the town (street) for approval. After approval, the "build first, subsidize later" policy is implemented.
- Construction and Inspection: Farmers can construct the toilet themselves or have it built by a winning construction team. After completion, it is inspected by the county-level department.
- Subsidy Disbursement: After passing the inspection, subsidy funds are disbursed to the farmer's account through the "one-card pass" system.
