National Management of Mobile Toilets
The national management of mobile toilets covers multiple aspects, including planning and approval, land use, nature definition, scenario design, technical standards, and management mechanisms.

Planning and Approval Management: The placement of mobile toilets is not arbitrary and requires strict approval from relevant planning departments. Their placement must comply with urban planning, land use, and other relevant regulations to ensure coordination with the overall urban layout. Unauthorized placement without approval or placement that does not meet planning requirements in terms of location or scale may be deemed illegal construction and face penalties such as demolition.
Land Use Nature Management: The nature of land use is an important consideration for the placement of mobile toilets. Placing mobile toilets in public spaces such as public green areas or along roadsides requires permission from relevant departments to ensure the rational utilization of public resources. Placement on privately-owned or legally-leased land must also comply with land use planning and relevant regulations to avoid illegal land use.
Temporary and Fixed Nature Management: The definition of the nature of mobile toilets affects their legality. If placed temporarily, they must be promptly removed and the site restored to its original condition after use; in such cases, they are generally not considered illegal construction. If they are fixed in a certain location and exist for a long time, or even undergo permanent connections or modifications, altering their temporary nature, they may be deemed illegal construction.
Application Scenario and Functional Design Management: Mobile toilets are suitable for locations with high pedestrian traffic such as stations, docks, and tourist attractions. Their design should adhere to principles of mobility, cost-effectiveness, durability, and environmental friendliness, while also reasonably configuring toilet stall ratios, barrier-free facilities, and family restrooms to meet the needs of different groups and enhance humanization.
Technical Standards and Construction Guidance: The state regulates the layout, categories, number of toilet stalls, and technological applications of tourist toilets by formulating relevant standards, such as the "Quality Requirements and Assessment of Tourist Toilets" (GB/T 18973-2022), to address construction challenges in high-altitude and cold regions and improve the construction quality of mobile toilets.
Management Mechanism Innovation: It is required to improve the management system for tourist toilets, clarify task divisions, implement management responsibilities, and strengthen daily maintenance and supervision to ensure the normal use and hygiene of mobile toilets.
