Supervising Department of Mobile Toilets
The supervising department of mobile toilets depends on their placement location and nature, with different departments responsible for different situations.

If mobile toilets are placed in public areas within residential communities, such as community roads and green belts, the management is primarily the responsibility of property service enterprises. According to Article 939 of the Civil Code of the People's Republic of China, property service providers are responsible for properly maintaining, repairing, cleaning, greening, and managing the common parts of the property service area owned by the property owners, maintaining basic order, and protecting the safety of property owners. Therefore, the daily maintenance and cleaning of mobile toilets within residential communities are undertaken by property service enterprises.
When mobile toilets are placed in areas adjacent to residential communities outside the planned red line of the community, these areas belong to urban public spaces, and the management is the responsibility of the urban management comprehensive administrative law enforcement department (urban management department). According to the Regulations on Urban Appearance and Environmental Sanitation, all units and individuals should maintain the cleanliness and tidiness of the urban appearance and environmental sanitation and must not stack materials or set up facilities that affect the urban appearance in public spaces. As facilities set up in public spaces, the compliance of mobile toilets' placement and their daily sanitary conditions are supervised by the urban management department.
For mobile toilets placed in relation to public health or large-scale events, the management may involve the coordination of the health department or the event organizer. In terms of public health, the health department will formulate relevant health standards and requirements from the perspective of protecting public health; for large-scale events, the event organizer will formulate specific management plans and measures according to the scale and nature of the event to ensure the normal use and sanitary conditions of mobile toilets.
For mobile toilets in tourist venues, the culture and tourism department is responsible for strengthening the construction and management of tourist toilets. This includes comprehensively promoting the standardization of tourist toilet construction, improving infrastructure construction, and strengthening the innovation of management mechanisms to enhance the service quality and tourist experience in tourist venues.
In Hainan Province, the provincial administrative department for urban and rural appearance and environmental sanitation is responsible for the unified coordination and supervision and management of public toilet management throughout the province. The municipal, county, and autonomous county administrative departments for urban and rural appearance and environmental sanitation, township people's governments, and sub-district offices shall, in accordance with their respective responsibilities, do a good job in the supervision and management of public toilets within their jurisdictions. Relevant departments such as planning, housing and urban-rural development, land and resources, transportation, health, water affairs, tourism, environmental protection, commerce, and pricing shall, in accordance with their respective responsibilities, do a good job in the supervision and management of public toilets, which include movable public toilets, and mobile toilets fall within the category of movable public toilets.
