Supervising Authority for Mobile Toilet Rental
The supervising authority for mobile toilet rental needs to be determined based on specific circumstances, with different management entities corresponding to different scenarios.

If mobile toilets are placed in public areas within residential communities, such as community roads and green belts, their management is primarily the responsibility of property service companies. According to Article 939 of the Civil Code of the People's Republic of China, property service companies are obligated to manage and maintain public areas within residential communities, ensuring the cleanliness and normal use of the community environment. In such cases, matters related to the rental of mobile toilets, such as the selection of placement locations and daily cleaning and maintenance, should be carried out under the management and supervision of property service companies to ensure that they do not adversely affect the normal lives of community residents while maintaining the overall environment and order of the community.
When mobile toilets are placed in urban public areas adjacent to residential communities outside the planned red line of the community, their management is the responsibility of the urban management comprehensive administrative law enforcement department (urban management department). According to the Regulations on Urban Appearance and Environmental Sanitation, the urban management department is responsible for managing and supervising the urban appearance and environmental sanitation of urban public areas. As temporary facilities placed in urban public areas, mobile toilets need to comply with urban planning and environmental sanitation requirements. The urban management department will supervise their compliance in placement and sanitation conditions during use to maintain the overall image and public interests of the city.
If mobile toilets are placed to respond to public health events or large-scale events, their management may involve coordination with health departments or event organizers. In the event of a public health crisis, health departments will make professional requirements regarding the layout and disinfection of mobile toilets based on epidemic prevention and control needs and provide guidance and supervision. For large-scale events, event organizers need to be responsible for the overall planning and coordination of mobile toilets to ensure that they can meet the usage needs of personnel during the event and communicate and cooperate with relevant departments to ensure the smooth progress of the event.
