Where to Register Mobile Toilets

Admin October 07, 2026

The registration location for mobile toilets depends on the usage scenario and specific circumstances, mainly divided into the following categories:

1. Temporary Usage Scenarios
If mobile toilets are used for short-term events such as exhibitions, concerts, or conferences (usually not exceeding 3 months) and do not change the land use nature, registration is required with the event organizer or venue management. For example, when holding a promotional event outside a shopping mall, it is only necessary to negotiate with the mall property management and obtain temporary usage permission. For large-scale events (such as international exhibitions), it is necessary to submit registration materials jointly with the organizer to the event approval department, including the number of toilets, layout plan, and emergency management plan, to ensure compliance with safety and hygiene requirements.

2. Long-term Installation Scenarios
If mobile toilets need to be installed permanently (exceeding 3 months) in public places such as communities or scenic spots, an application must be submitted to the local urban management or sanitation department. The application should include a location diagram, equipment specifications, sewage disposal plan, and other materials. Installation can only proceed after approval. For example, when adding mobile toilets in a park, it is necessary to ensure compliance with the scenic spot plan and connect to the municipal sewage system or equip with independent treatment facilities.

3. Land Use Change Scenarios
If mobile toilets are to be constructed on land originally not designated for toilet use (such as industrial or agricultural land), an application for land use change must first be submitted to the local natural resources department. For example, when setting up a mobile toilet as a temporary service point beside farmland, a land use change explanation and environmental impact assessment report must be submitted, and construction can only proceed after approval.

4. Public Area Construction Scenarios
When constructing mobile toilets in public areas such as city roads, parks, or squares, permission must be obtained from the urban planning and urban management departments, and compliance with urban management regulations is required. If roads or green belts are occupied, additional approval from the municipal or landscaping department is needed. For example, when setting up a mobile toilet beside a municipal road, the construction scope, usage period, and restoration plan must be clarified.

5. Commercial Operation Scenarios
If mobile toilets are used for commercial operations (such as paid toilet services), in addition to applying for land use change approval, a business license must be obtained from the market supervision department and a hygiene permit from the health department. For example, when setting up paid mobile toilets in tourist attractions, it is necessary to ensure that the equipment meets hygiene standards and undergoes regular hygiene inspections.

6. Vehicle-mounted Mobile Toilet Scenarios
If the mobile toilet is vehicle-mounted (such as a mobile toilet truck), an application for a temporary road occupation permit must be submitted to the urban management department, specifying the usage time, location, and hygiene management responsibilities. For example, when providing mobile toilet services in business districts during holidays, it is necessary to plan the parking location in advance and arrange for dedicated personnel to be responsible for cleaning and maintenance.
