Qualification Requirements for Mobile Toilets

Admin October 03, 2026

The qualification requirements for mobile toilets vary depending on the application scenario and role, falling into three categories: suppliers, cleaning services, and large-event rentals. Details are as follows:

I. Supplier Qualification Requirements

  1. Construction Engineering Qualifications
If the construction or installation of mobile toilets is involved, suppliers must possess a Grade III (or higher) General Contracting Qualification for Construction Engineering issued by the construction administrative authority, or a Comprehensive Construction Qualification or Grade B (or higher) General Contracting Qualification for Construction Engineering as required by the latest qualification reform plan, along with a valid safety production permit.

  2. Project Manager Qualifications
The proposed project manager must hold a Grade II (or higher) Constructor Qualification in Construction Engineering, possess a valid Class B Safety Production Assessment Certificate, be under 65 years of age, and provide proof of social security contributions.

  3. Technical Strength and Production Capacity

    • Must have independent research and development capabilities, with products suitable for sites without pipelines (e.g., microbial degradation, waterless packaging, foam sealing technologies) and capable of stable operation in extreme environments such as severe cold and drought.
    • Factories must be equipped with advanced equipment such as intelligent laser cutting machines and CNC bending machines, supporting overall prefabrication, on-site hoisting, and reuse.
    • Suppliers for large events must have physical manufacturing capabilities, with their own factories and fixed teams, rather than temporarily mobilizing social resources.
  4. Industry Experience and Case Studies
Must provide case studies of similar projects (e.g., scenic spots, municipal projects, concerts) to demonstrate the product's adaptability to complex scenarios.

II. Cleaning Service Qualification Requirements

  1. Business Qualifications
Cleaning service companies or individual operators must complete business registration and obtain a Business License.

  2. Hygiene and Health Requirements

    • Cleaning staff must hold a valid health certificate to ensure they are free from infectious diseases.
    • If special treatments such as disinfection are involved, they must comply with hygiene and disinfection standards and may need to obtain a hygiene permit or registration.
  3. Adherence to Industry Standards
Must follow industry norms and service standards regarding cleaning frequency, types of cleaning agents, and methods to ensure service quality.

III. Large-Event Rental Qualification Requirements

  1. Compliance Requirements
Suppliers must meet the joint review standards of public security, fire protection, sanitation, and other departments and configure toilet quantities, gender ratios, and sewage disposal plans in accordance with the Urban Public Toilet Design Standards.

  2. Completeness of Service Chain
Priority should be given to entities that cover the entire process of design, manufacturing, installation, and after-sales service to avoid efficiency issues caused by multiple supplier coordination.

  3. Emergency Dispatch Capability
Must have their own equipment reserves (e.g., more than 30 professional units) to ensure rapid emergency response.
